Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart FAR 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is a Request For Proposal; Solicitation No. NMA30103R0011 pertains. Provisions and clauses in effect through Federal Acquisition Circular 2001-15 pertain to this solicitation. The applicable NAICS code is 514191 and size standard is $21 million dollars. This is not a small-business set-aside; however, small businesses are strongly encouraged to respond. This solicitation consists of three Line Items as follows: Item 0001 - A database of businesses that includes, but is not necessarily limited to, businesses in the manufacturing, industrial, agriculture and food production, chemical, pharmaceutical, commercial and financial sectors. Item 0002 - A database of energy generation and transportation businesses that includes, but is not necessarily limited to, natural gas compressor stations, pipelines, and storage facilities; electric power generation plants, substations, and transmission lines; mines; railroads; and wastewater treatment plants, and import/export points. Item 0003 - A database of emergency response resources that includes, but is not necessarily limited to, hospitals, hospital helipads, police stations, 911 call centers, evacuation centers, emergency medical services (EMS) locations, fire battalion boundaries, and police precinct boundaries. The databases (Items 0001 thru 0003) shall be commercial products or modified commercial products that encompass all 50 States, the District of Columbia, and all U.S. territories and possessions (e.g., Guam, Virgin Islands, Puerto Rico). The delivered databases will become part of NIMA's Homeland Security Infrastructure Database. The contractor shall deliver the databases with a Federal Government license to include the unrestricted right to access, use, modify, reproduce, release (hardcopy products), perform, display, and/or otherwise disclose contents among the Federal Government and its contractors. In time of emergency or crisis these rights shall be expanded to Non-Federal Government disaster/emergency response agencies and/or personnel. As a costed option, the contractor shall provide the unrestricted right to access, use, modify, reproduce, release (hardcopy products), perform, display, and/or otherwise disclose contents to Non-Federal Government disaster/emergency response agencies (e.g. state and local governments) when an emergency or crisis does not exist. The minimum requirements for Items 0001 through 0003 are identified below; however, additional information contained in the database will be considered during the evaluation that can support special security events, crisis response, and comprehensive homeland security analysis and decision support: Coordinate System: Geographic, Decimal Degrees (four decimal places) Datum: Horizontal: WGS84 Vertical: Mean Sea Level (MSL) Projection: UTM (correct zone, horizontal and vertical units in meters) Format: ESRI Shape Files Media Deliverable: DVD or CD Metadata: Recognized metadata standard for feature and attribute data such as the Federal Geographic Data Committee (FGDC) metadata standard. Refer to the FGDC Meta Standard at (www.fgdc.gov). Updates: At least quarterly for one year. Updates after the first year may be purchased at a later time. Accuracy: For Item 0001: + 15 Meter Horizontal Accuracy For Item 0002: + 0.1 mile Horizontal Accuracy For Item 0003: + 15 Meter Horizontal Accuracy Attribution: Shall include, at a minimum, Feature Type, Business Name, Business Type, Office Name, Street Address 1, Street Address 2, City, County, Zip Code, Zip Code+4, Primary Facility Type, latitude and longitude (in degrees, minutes, and seconds), description of source, date of source and positional reliability of source, contain consistent naming conventions for attribute values. Government Furnished Information shall consist of data (e.g. NAVTECH's NavStreets product to help with the geo-coding process; NavStreets is the primary Transportation source for the Federal Government) and points of contact (in particular for Department of Defense facilities). GFI shall be used by the contractor to help populate the EMS Database and improve the accuracy of the feature data. Some of the data can be integrated directly into the database yet much will need to be verified and cross-referenced prior to using the database. The contractor shall review all GFI provided to ensure completeness and adequacy for anticipated processes. All discrepancies or difficulties utilizing the GFI shall be communicated in writing to the Contracting Officer and Contracting Officer's Representative within five working days after receipt. The contractor shall not distribute or copy any GFI without written permission from the Contracting Officer. Upon completion the Contract, the contractor shall return to NIMA all GFI and all copies generated. The contractor shall review all work performed to ensure compliance with requirements. NIMA technical representatives may request meetings either via teleconference or at the contractor's facility to discuss production and technical issues. The government, or its agent, may request in process quality assurance checks. The contractor shall document the validation of all datasets, production processes used, and quality assurance steps adhered to during the production. The contractor shall keep back up copies of the data until notification of Government acceptance by the Contracting Officer. Line Item 003 will require Monthly Status Reports to be provided to the Government. Reports shall detail information regarding the work accomplished to include but not limited to such information as contract number, award date, report date, projected completion date for each phase, percent complete by process/phase and a narrative of issues, problems, open-actions items, etc. Delivery - All deliveries shall be made FOB Destination to NIMA Reston, 12310 Sunrise Valley Drive, ATTN: Marty Tierney, MS P-94, Reston, VA 20191, as follows: Line Items 0001 (Business) - within seven (7) days after contract award Line Item 0002 (Energy) - within seven (7) days after contract award Line Item 0003 (EMS) - Contractor shall propose a delivery schedule not to exceed six months in duration; components of the EMS Database may deliver separately in the following order: Hospitals, Police Stations, Hospital Helipads, 911 Call Zones, Evacuation Centers, EMS Locations, Police Precinct Boundaries, and Fire Battalion Boundaries. The provision at 52,212-1, Instructions to Offerors-Commercial, applies to this acquisition. The contractor shall include in the proposal background information on the company. Information on past performance shall include three references (name, company, and phone number) that have used the data in the past year for each line item. Contractor shall submit a sample of the database on CD, in ESRI shape file format, for the metropolitan areas of Detroit, Michigan and Houston, Texas. If these areas cannot be provided, contact Rachel Glaros at (301) 227-1110 or Sandy Michael at (301) 227-1904 to discuss an alternative sample. A copy of the company license agreement shall be included with the proposal. For modified databases the contractor shall identify the work already performed and explain how the remainder of the work will be performed to include proposed technical team, verification process, and geocoding process. The provision a 52.212-2, Evaluation- Commercial Items, applies to this acquisition. Offerors will be evaluated based on technical factors, price and past performance. Technical factors on data samples include, but are not limited to currency, accuracy, comprehensiveness and consistency of data, metadata, ease of use, and extent to which the requirements are satisfied. For modified databases additional technical factors include, but are not limited to, workforce measures (e.g. number of workers, skill mix, education, performance of work in an all digital system, verification process (e.g. call center to phone verify the existence of features, use of multiple sources to check and cross reference databases), and geocode process (e.g. accuracy of geo-coding process, and transportation database used) Offerors are to include a completed copy of the provision at 52.212-3, Offeror, Representations and Certifications - Commercial Items (Alternate I), Offeror, Representations and Certifications - Commercial Items (Alternate I), 252.212-7000 Offeror Representations and Certifications-Commercial Items, and 252.209.7001 Disclosure of Ownership or Control by the Government of a Terrorist Country with its offeror. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues Or Executive Orders - Commercial Items, including 52.222-21, 52.222-26, 52-222-35, 52.222-36, and 52.222-37,52.225-13, and 52.232-33 applies to acquisition. The clause at 252.212-7001 Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items including 252.205-7000, 252.225-7012, 252.227-7015, 252.227-7037, 252.243-7002, and 252.247-7023. The following additional terms and conditions apply to this solicitation, 252.204-7000 Disclosure of Information; 252.204-7004, Required Central Contractor Registration; 5X52.227-900 Unauthorized Use of NIMA Name, Seal and Initials, and 52.219-4 Notice of Price Evaluation Preference for HUBZone Small Business Concerns. The Government intends to award one or more contracts as a result of this solicitation and may split the award of Line Items among one or more offerors. The Government also reserves the rights to award all, some, or none of the requirements and may award with or without entering negotiations. Accordingly, interested parties are encouraged to offer their best terms and conditions in response to this solicitation.
