- Solicitation/Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, F48608-03-Q-0043, is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. The North American Industry Classification System Number is 488119 and the Business Size Standard is $5M. The proposed contract listed here is Set Aside: 100% for Small Business. NON-PERSONAL SERVICES: Provide Transient Alert Services as described herein and in accordance with applicable attachments for the period of 01 Oct 03 through 30 Sept 04 with four option years. Offerors shall provide unit pricing and extended totals for CLINS 0001through 0005 as reflected in the attached sample schedule. (Transient Aircraft Services) Scope of Work: See Statement of Work (See Attach. SOW) (1) The government will furnish the contractor the following. (a) Aerospace Ground Equipment (See Attach. 7,8) (b) Vehicles (See Attach. 9) (c) Government Furnished Materials (See Attach. 10) (d) Publications (See Attach 11) 1. Pass and Identification: a. All Contractor personnel that require access to the base may complete DD form 1172 at the contracting office in order to obtain a Base pass. 2. Contractor personnel must obtain a flight line license for the Wyoming Air National Guard flight line and pass a flight line test administered by the Cheyenne Airport Administration. The performance period will be 01 Oct 03 through 30 Sept 08 with four 1 year options. The provision at 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition in accordance with the specifications. The provisions at 52.212-2, Evaluation – Commercial Items, applies to this acquisition with the blanks filled in as follows: Summary of Services Proposed: Award will be made to the offer that represents the “Lowest Price” to the government. Offers shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, with its offer. The clause FAR 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition. No addenda apply. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items – applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) 5, 14, 16-19, 29, (c) 1 – 5.
