Description
NAICS Code: 541380 The U.S. EPA intends to negotiate on a sole source basis with RTI International, Research Triangle Park, NC, for the development of a report on Indoor Particulate Matter (PM) Resuspension Testing for Metals to determine the resuspension of "tracked-in" metal from soil/dust deposited on medium pile carpeting to estimate whether resuspended PM contribute significantly to indoor air exposures and the potential for translocation to indoor horizontal surfaces, under the authority of FAR Part 6.302-1. The U.S. EPA Air Pollution Prevention and Control Division believes that RTI International is the only known supplier who can provide the required report because of RTI International's previous development of dust resuspension characterization methodologies for PM on carpeting and the necessity for the conditions of testing to be identical to that preceding effort. Accordingly, APPCD believes that no contractor would be able to replicate those conditions without incurring substantial cost in duplicting the methodologies characterization. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting this EPA requirement may submit technical documentation to establish its assertion. The documentation must be submitted to the POC within 15 days of the electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The applicable NAICS code is 541380, Testing Laboratories. The applicable size standard is $6 million. This acquisition is being processed under FAR Part 13. The anticipated award date is 09/15/03. See numbered note 26.
