- Description
- The Naval Surface Warfare Center Dahlgren Division intends to issue a purchase order for research services on a sole source basis to EPM Technology AS, P.O. Box 6629 Etterstad, N-0607 Oslo, Norway. This effort is to develop and demonstrate, using Express Data Manager (EDM) software programs (EDMdeveloperSeat, EDMvisualExpress, EDMmodelConverter, and EDMmodelChecker), a method of adding HVAC control data to an IFC model or model extensions and then using the IFC data to generate information to support the zonal airflow modeling of a building. EPM is the designer and developer of EDM software and thus has proprietary rights in it. The period of performance will be from date of order through April 2004. Any interested sources must own or have license to software suitable for this effort as well as demonstrated capabilities in developing solutions to similar requirements. Award is to be made under Simplified Acquisition Procedures. Award is to be made under Simplified Acquisition Procedures (FAR 13). The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Laboratory Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/wwwDL/XD/SUPPLY. DoD will no longer award contracts to contractors not registered in the Central Contractors Registration (CCR) database.
