Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD), Philadelphia intends to procure services for the repair/refurbishment, rebuilding, assembling and modification of Government Furnished fiberglass composite structures within the Continental United States (CONUS). There may be cases where the repaired structure requires hydrostatic testing. The fiberglass structures will consist of, but will not be limited to, submarine antenna and periscope mast fairings, radomes, antenna closure caps, etc. Contractor must possess a facility within 350 miles from NSWCCD, Philadelphia, PA. This facility must possess a manufacturing/fabrication facility, conducive to repairing, rebuilding and modifying fiberglass/glass composite structures detailed in the Statement of Work. In addition, the contractor must have available the following equipment and tooling: Molds for the various s ections of a mast fairing, 50 foot Planer Miller to machine mast fairing bearing surfaces to the required specifications, Optical Alignment Equipment, Surface Plate for mast fairing straightness, Paint Booth meeting the requirements of NAVSEA SE110-BK-MNO-010 with the capacity to paint a 23 foot long mast and Storage Area to accommodate classified material. The contractor shall provide and maintain a written inspection system. Vendors currently operating under ANSI/ISO/ASQ Q9001-2000 or MIL-I-45208 quality system will be deemed acceptable under this provision. Supplies furnished under this contract shall contain no metallic or mercury compounds and shall be free from mercury contamination. 38,950 hours of effort are anticipated over a sixty (60) month period. A time and material contract is anticipated. Offerors will be required to submit technical and cost proposals. O ffers will be evaluated and award will be made on low cost, technically acceptable. This procurement is Unrestricted. The solicitation will be released on or about 10 September 2003 and will close 45 days thereafter.
