Description
The Minerals Management Service (MMS) Alaska Outer Continental Shelf Regional Office has a requirement for commercial "on-site" non-personal Geographic Information Systems (GIS) and information technology programming support services to provide individual(s) who possess the most current professional expertise in the following software products: PC ArcView 3.2A, Unix Arc/Info 8.X, Oracle/SDE, Avenue, Visual Basic 6.0, SQL, Access 2002, DBASE, ArcView Spatial Analyst, ArcView Tracking Analyst, ArcView 3D Analyst, Adobe PhotoShop, Adobe Acrobat 5.0, Microsoft Suite (Word, Excel, Outlook, Power Point, Access), Windows 2000/Windows XP Suite, and ARCGIS 8.3X software and suite of extensions (Spatial Analyst, 3D Analyst, Network Analyst, Tracking Analyst, Geostatistical Analyst), which are all loaded on Government owned equipment. Services include: software programming, database compilation, conversion, review and updates, Geographic Information Systems project development, data analysis, application development updates and conversions, metadata, training, written reports, written documentation for applications, databases and procedures, and database management. Individual(s) will work with MMS personnel by defined tasks. A signed non-disclosure agreement and IT security clearance will be required. The period of performance will consist of one (1) base year (starting approximately October 1, 2003) with four (4) 1-year options for approximately 30 hours per week, minimum four days per week on-site at the MMS office, 949 E. 36th Ave., Room 300, Anchorage, Alaska. Award criteria are: documentation of an individual's required expertise through certifications, experience, education, past performance, references, etc. and price of hourly salary rate(s). Both written proposals and oral (telephone conference) will be required of all offerors.
