- This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a Commercial Item Contract. This is a combined synopsis/solicitation for commercial items prepared under FAR Part 13.5 - Test Program for Certain Commercial Items, and prepared in accordance with the Subpart 12.6, as supplement with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offers-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (Jan 1999); 3) 52.212-3. Offeror representations and Certifications-Commercial Items (July 2002); 4) 52.212-4, Contract Terms and conditions-Commercial Items (Feb 2002); 5) 52.212-5; and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2002). The African Development Foundations intends to negotiate a firm fixed price acquisition of a vehicle for its partner organizations in Cotonou, Benin and in Darkar, Senegal. These vehicles should be priced independently and may be purchased separately, based on price and delivery time at each location. Any price reduction for purchasing both vehicles should be noted. Please quote on the following specifications for the vehicle for Cotonou, Benin: Toyota Landcruiser GX - HZJ105L GNMNS, Diesel engine 4.2 six cylinders, five speed manual floor mounted, power assisted steering, left hand drive, white color, driver air bags and passenger side, five doors, AV windows & AR power windows, centralized door locks and mirrors, AM/FM/SW radio, double air conditioning, two extra fuel tanks of 95and 50 liters, high altitude compensator, two spare tires, seat belts AV and AR, eight passenger seats, running board, front heavy duty coil and rear heavy duty multi-link coil with stabilizer bar, front and rear wipers, tow hooks, anti thief alarm system, first aid kit, mud guards and roof rack. Please quote on the following specifications for the vehicle for Dakar, Senegal: Toyota Landcruiser GX, Type HZJ105L-GCMRS20, color white, five door, four wheel drive 4.2 liter diesel (95 liter main tank, 50 liter reserve tank), two spare tires, air conditioning, AM/FM/SW radio (k7), centralized door locking, electronic windows and front grill guard, capable of carrying 8 passengers with 8 seat belts. STATE EXACTLY WHAT YOU ARE PROVIDING IN YOUR QUOTE. The selection will be based on cost and fastest delivery time for each location. All quotes must be in English and US dollars ONLY. How to Respond: In order to compete for this contract, an offeror must submit a quote not later than 4:30 PM EST, August 29, 2003, to Sharon Teger, GovWorks/DOI, Procurement Operations Branch, 381 Elden Street, MS 2510, Herndon, VA 20170, OR electronically to: Sharon.teger@mms.gov . Quotes must be received by the closing date and time to be considered. Time of receipt of submissions will be determined by the time received in the Procurement Operations Branch, Herndon, VA. All correspondence must include the solicitation number (73858) & title (Vehicle for ADF/Benin/Senegal), Offeror full name, email, phone number and FAX number. Phone calls are strongly discouraged. Contract Award - Contract award shall be made to the responsible offeror whose offer(s), in conforming to this RFQ, provides an overall best value to the Government and cost considered. It is the Government's intent to purchase two vehicles from this solicitation.
