Description
The Contractor shall provide management, supervision, labor, supplies, materials, required to effectively, efficiently, and satisfactorily perform the following concerning the Greater Sage-Grouse BE -This contract will focus on preparing a thorough statewide programmatic Biological Evaluation (BE) for the Greater Sage-Grouse (Centrocerucus urophasianus) on U.S.D.I. Bureau of Land Management (BLM) managed lands (both surface and subsurface, i.e. mineral estate) in Wyoming. The greater sage-grouse has been petitioned for listing (March 19, 2003; July 2, 2002; June 18, 2002) under the Endangered Species Act (ESA) and is a Wyoming BLM Sensitive Species. Because sensitive species do not require Section 7 Consultation (Sect 7) under the ESA with the U.S.D.I. Fish and Wildlife Service (FWS), the BE will not be prepared for such consultation. However, the BLM will request the FWS to comment and provide guidance on the BE, similar to what would be done for Sect 7 consultation. Therefore, this BE shall be prepared in an identical fashion and format as a biological assessment (BA). The BE will cover 11 of Wyoming BLM's 12 land use plans. The BE will assess impacts to greater sage-grouse for actions conducted on surface lands managed by, or actions granted by, the BLM. The BE will be prepared in such a way that the various impacts affecting greater sage-grouse and resulting analysis can be "pulled" from the BE document and placed in each respective individual land use plan as appropriate. The contractor will be required to furnish all labor, supervision, travel, equipment, supplies, materials, and other incidentals to complete this project. The project is estimated between $25,000 and $100,000. This is a set-aside for small business concerns. Estimated period of performance is September 26, 2003 with completion by November 3, 2004 (a 400 calendar day performance period). Solicitation KAQ030040 will be available on Monday, August 18, 2003.
