Description
This is a combined synopsis/solicitation notice for commercial items, prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This procurement is restricted to 100% small business concerns. Contractor must quote on all items listed. FOB: Destination for delivery is Lackland AFB, TX. Request For Quote on the following: ITEM #1 Auditorium Chairs. QTY: 575 Chairs shall be equal to the example model #5032-T shown in FIGUEROA SEATING U.S.A. Smart Fabric #1006, Floor mounted, self-lubricating, self-rising, fire barrier back, 22? W x 20-1/2?D x 37-3/4?H, Grade 1 fabric, Color #1006. ITEM #2 Removal of present seating QTY 729 ITEM #3 Installation of new seating QTY 575 Contractor shall furnish all necessary plant, labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals necessary for the REMOVAL of 729 chairs and the INSTALLATION of 575 new chairs in Building 147 on Lackland AFB. This is a turnkey project. Contractor shall remove old chairs and place them in a designated storage location. Contractor shall also make necessary repairs to floor surfaces and existing structure. Maximum efforts shall be made to return floor surfaces to original condition and meet all appropriate civil engineering standards. Work shall commence on the date agreed upon by both parties within 30 days of notification of award. Work shall be completed within 30 days of start date. Normal hours of work at Lackland AFB are 7:30 am to 4:30 pm Monday through Friday excluding federal holidays. Work outside these hours must have prior coordination with the Government point of contact, to be provided at time of award. Contractor shall coordinate with the building manager to gain access to the facility. All facilities are to be secured at the end of each day. It is the responsibility of the contractor to ensure all work shall be accomplished to meet this requirement. At the end of each day the contractor shall remove all debris generated from this project. Contractor shall adhere to federal, state, and local safety requirements while working on Lackland AFB. The Government shall supply appropriate power for execution of work. This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 01-08. The NAICS code for this acquisition is 337127 and the size standard is 500. Note that FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. 52.212-2 Evaluation ? Commercial Items applies to this acquisition and the criterion to be used is price, meeting the requirement, and responsible offer/quote, all evaluation factors being considered equal. Offerors shall complete and present with their offers 52.212-3, Offeror Representations and Certifications ? Commercial Items and Alternate I. 52.212-4, Contract Terms and Condition ? Commercial Items, applies to this acquisition. The following addenda has been added to clause 52.212-4: ?Add the following to subparagraph (c): Additionally, issuance of modifications for an administrative change that does not affect the substantive rights of the parties (e.g., changes in paying office, appropriation data, funds increase/decreases, changes of address) shall not require the signature of the contractor and will be issued unilaterally.? In addition, the clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this solicitation. Specifically, the following clauses cited are applicable: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; Far 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.232.33 Payment by Electronic Funds Transfer- Central Contractor Registration.
