Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. Request for Quotation (RFQ) # 929002 is assigned and shall be referenced on any quotations. The Federal Bureau of Investigation (FBI) intends to solicit and negotiate on a sole-source basis with LTU Technologies, Inc., 533 Airport Blvd, Burlingame, CA 94010 for the purchase of a commercially available software ImageSeeker. The basic requirements include (1) visual search engine; the ability to search using image attributes (2) the ability to store and retrieve computer images, movie files and any related information (3) an Intranet-based system available through Internet Explorer 5.5. utilizing Oracle 9i, Windows 2000 Server and Apache Tomcat version 4.1.24, and (4) secure transfer of data using industry standard encryption via the network. The proposed contract is for a total solution to include software, and support services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302 which will result in a Firm Fixed Price contract beginning upon the date of acceptance by selected offeror. FOB Destination is FBI, Headquarters, Washington, DC, 20535. This is not a request for competitive quotes. However, all quotes which are deemed compliant with the basic requirements and received within ten (10) days after date of publication of this synopsis will be considered by the Government. Interested parties shall identify their interest and capability to this requirement by submitting a quote with substantial literature regarding their commercially software available visual search engine capable of searches using image attributes which meets the basic requirements specified. Information received from other than the requested party will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-12. The following clauses and provisions are incorporated by reference and apply to this acquisition: FAR 52.212-1 Instructions to Offerors - Commercial Items (Oct 2000); FAR 52.212-2 Evaluation - Commercial Items (Jan 1999); FAR 52.212-3 - Offeror Representations and Certifications - Commercial Items (JUL 2002); FAR 52.214-4 Contract Terms and Conditions - Commercial Items (Feb 2002); FAR 52.212-5 Facsimile Proposals (Oct 1997). All quotes shall be clearly marked with RFQ #929002 and shall be submitted to Angela Kornegay, Contract Specialist, at the address mentioned above and all responses received by August 19, 2003 at 12:00 pm will be reviewed by the Government. Interested parties are hereby notified that due to security issues, only faxed and e-mailed offers will be considered. Quotes can be faxed to (202) 324-3104 or e-mailed to akornegay@leo.gov. and those not received by the designated time and date will not be considered. Award is anticipated within one (1) week after closing. Telephone requests will not be accepted.
