Description
THE U.S. DEPARTMENT OF ENERGY?S NATIONAL ENERGY TECHNOLOGY LABORATORY (NETL) in Morgantown, WV, is publishing this synopsis/non-competitive solicitation with the National Association of Regulatory Utility Commissioners (NARUC), in accordance with FAR 5.203 and FAR 13.105. The NETL is purchasing the following documents: 1. A Comprehensive Liquified Natural Gas (LNG) white paper for State Public Utility Commissions (based on regional dialogues) outlining the policy issues associated with optimizing LNG development and use within States and regions. 2. A Communication Plan for a case study State that could be developed into a model LNG communication plan for the States. A final plan will follow. 3. A Comprehensive LNG Primer for State Energy and Environmental Officials. NARUC has an unsurpassed credibility, communications base and an energy knowledge base that will allow an excellent opportunity to provide a comprehensive energy perspective of the benefits of LNG as a stable, growing national energy source. NARUC has the organizational and communication structure that will provide instant access to national regulatory officials, federal and state, which will play an important role in an accelerated, responsible development of LNG as a stable energy resource. NARUC, through its extensive knowledge of regulatory and environmental issues, is the only organization that can quickly identify all the state and national constraints and barriers needed to be overcome, and it is the only organization capable of execution and timely completion of this effort within the existing regulatory structure of the national energy portfolio.
