Description
This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is F61040-03-Q0008. The solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04 and DFARS Change Notice 2002-0002. All responsible sources shall submit a written proposal, which will be considered. Facsimile submissions will also be accepted. The North American Industry Classification System (NAICS) code for the solicitation is 334519; the small business size standard is 500 employees . This combined synopsis/solicitation is unrestricted. Item/Services Description: One Weather Acoustic Sounder: Equipment to detect low-level wind shear and turbulence at Lajes Field, Azores, Portugal.. Equipment must have the following capabilities: - Measure and display horizontal winds starting at 75 meters or less to a minimum height of 300 meters. Display wind barbs using NEXRAD VAD-like vertical display with additional A/N tabular output - Horizontal wind speed range of 0-50 m/s w/accuracy of 1 m/s or better for wind speeds greater than 6 m/s - Horizontal wind direction accuracy of 10 degrees or better for wind speeds greater than 2 m/s - Operation in environmental temperature range of 30-90 degrees F - 50/60 Hz compatible - Maintenance support on island is minimal, so system would need to require minimal maintenance - Maintenance handbook and/or maintenance support readily available by phone - One year or more parts warranty, still valid even with self-installation - User’s manual/installation guide - Data display system and sensor cannot be collocated and cabled communications must be provided to connect these - Software for color display of wind shear calculation at a minimum, preferably with turbulence calculation software as well - Frequent high winds during the winter (greater than 20 m/s) necessitate a system highly resistant to ambient noise generated by the wind (noise level can reach 75 dBA) - Marine environment with strong winds means salt/corrosion, so system will need to be resistant or be able to modified to be highly resistant to corrosion. NOTE: FOB POINT IS CONSOLIDATION & CONTAINERIZATION POINT, NEW CUMBERLAND, PA. PLEASE PROVIDE NUMBER OF PIECES TO SHIP, ESTIMATED WEIGHT AND ANTICIPATED SHIPPING DATE AND SHIPPING CHARGES. The Azores Islands are located in the mid-Atlantic, some 2,300 miles east of New York and 900 miles west of Lisbon, Portugal. Lajes Field is located adjacent to the airport, on the NE corner of the island (close to Praia da Vitoria). Local Airport designation is TER. There are local hotels on island; using internet search engines (Keywords Lodging, Terceira, Azores). PROPOSAL PREPARATION INSTRUCTIONS: The provision at 52.212-1, Instructions to Offerors - Commercial items, applies to this acquisition. Offerors shall provide a firm fixed-price offer. The Government will award a contract resulting from this solicitation to the responsible offer whose offer conforming to the solicitation will be most advantageous to the Government. Offerors shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications—Commercial Items with their offer. Successful contractor must meet all the responsibility requirements of Subpart 9.1 of the Federal Acquisition Regulation (FAR). A written notice of award or acceptance of offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party.
