Description
NA 1. CONTRACT INFORMATION: An Indefinite Quantity/Indefinite Delivery Contract for multiple discipline Architectural/Engineering Support Services is required in conjunction with Volpe Center projects sponsored by the Department of Transportation and other federal agencies, for the planning and designing of the upgrade, construction , remediation and maintenance of transportation related facilities and systems. Cost plus-fixed-fee and Firm Fixed-Price type task orders may be issued for a period of 5 years and the cumulative total of all task orders shall not exceed $4,000,000.00. The total of all task orders for the 5 year period shall not be less than $10,000 (Guaranteed Minimum). While multiple award for this procurement are possible, the Government reserves the right to issue only one award. If a large business firm is selected for this announcement it must comply with FAR Clause 52.219-9 regarding the requirement for subcontracting plan. The plan is not required as part of this submittal. 2. PROJECT INFORMATION: primary concentration will be in the civil engineering areas of railroad structure. Support will also be required in the design and testing of railroad vehicles and components, propulsion evaluations, transportation operational analysis, and advanced intelligent rail systems technology development. Engineering disciplines will also be required in the mechanical, electrical, environmental, and systems fields. The majority of the work will be performed throughout the contiguous United States; but there may be projects requiring travel to Hawaii, Alaska an d foreign countries. The contractor(s) shall provide the necessary personnel, facilities, materials, equipment, services as described by individual task orders in areas which include infrastructure planning, facilities inspection and assessment, engineering studies, testing studies, design analysis, cost analysis, preparation of construction design packages, construction, repairs and maintenance and project management controls. 3. SELECTION CRITERIA: The selection process will be in accordance with the Federal Acquisition Regulations (FAR) and Transportation Acquisition Regulations (TAR) part 36. The following selection criteria, listed in relative order of importance will be used in the evaluation of the architect/engineering firms: (1) Specialized experience of the firms in areas related to the assessment, rehabilitation, design and construction monitoring of transportation infrastructure and ancillary support facilities. (2) Professional qualifications of the staff proposed to support this work. (3) Satisfactory past performance record, considering ratings from clients on similar contracts with Government agencies and private industry during the last five years, including quality of work, compliance with performance schedules and cost control effectiveness. Include names and current phone numbers for listed clients. Clients may be contracted during the evaluation process. (4) Professional capability of the firm to accomplish the work required in a timely fashion (5) Geographical location of the program office and the network of support offices. (6) A/E fir ms quality control practices, techniques and management controls. Any firm or joint venture which augments its in-house staff by subcontracting with consultants must perform a majority of design services with in-house staff (4) SUBMISSION REQUIEMENTS: Those firms which meet the requirements described in this announcement and wish to be considered must submit one copy each of SF254 and SF255 for the firm and SF254 for each consultant listed in block 6 of the firms’ SF255 to Diane McKenzie, DTS-852, 55 Broadway, Kendall Square, Cambridge, MA 02142. Supplemental information such as representative examples of relevant projects is encouraged. Firms responding to this announcement by close of business (COB) January 7, 2003 will be considered.
