- Description
- The Port Hueneme Division Naval Surface Warfare Center (NSWC PHD) Port Hueneme, CA is soliciting proposals on a full and open competitive basis from qualified organizations for System Engineering Services in support of Integrated Ship Self Defense. This procurement will result in a cost-plus fixed fee, indefinite delivery/indefinite quantity (IDIQ) contract with award terms. Period of Performance is anticipated to be 1 March 2004 through 28 February 2009 with the possibility of five (5) Award Terms from 1 March 2009 through 28 February 2014. The services will be required at shore sites, land-based test facilities, shipyards, and aboard ships in ports and at sea. Systems Engineering, technical, testing, training, software and logistics services encompass a broad spectrum of ship classes, combat and weapon systems, and operational requirements. The required effort is applicabl e to U.S. Consortium, and Foreign Military Sales customers. The engineering and technical efforts involve a broad range of objectives and tasks beyond the scope of installation and industrial testing that are directly related to the In-Service design, integration, testing, evaluation, and training of ship self defense systems; Weapons ? RAM, NSSMS, CIWS, Sensors ? SPQ-9B, SPS 48, SPS 67, ES/EA ? SLQ-32, CEC, C41 ? TADILS, CDLMS, SGS-A/C, GCCS-M, and support systems ICAN, SWAN, UPX-29, Q-70 Display, BFTT/TSSS, TPX-42, SPQ-14B, Test Tool Support ? WASP, Testbed, DART, other data analysis tools and new systems such as MFR/VSR, NFICA, NFN, and ESSM into the total combat systems suite onboard various classes of ships, aircraft, ground mobile units and land based test sites (platforms). This solicitation is being issued unrestricted under North American Industry Classification Syst em Code (NAICS) 541330 with a size standard of $23M. Hard copies of this solicitation package or amendments will not be issued. The entire solicitation package and any amendments will be obtainable via NSWC PHD?s web page at http:///www.phdnswc.navy.mil/procurements. Contractors are advised to check the website periodically for the solicitation and amendments. A solicitation mailing list will not be compiled. All responsible sources may submit a proposal that shall be considered by the agency.
