Description
The Southwest Division, Naval Facilities Engineering Command intends to award a sole source contract to Hubbs Sea World Research Institute (HSWRI). The work includes all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation to perform a follow-on study to the noise effects on the least Bell?s Vireo (Vireo pusillus bellii) resulting from base realignment actions related to helicopters on MCAS Camp Pendleton. Services required include the ability to record and analyze measurement of sound and interpretation of its implications for animals. The statutory authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), as implemented by Federal Acquisition Regulation, Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency?s requirements. Successful completion of this contract is dependent upon specialized facilities, equipment and persons with extensive knowledge and expertise in recording sound, measuring sound levels, analyzing the effects of noise on biological organisms and interpreting the biological responses of various passerine species. HSWRI is the only organization with both the experienced personnel and facilities to meet the requirements of this study. The Government?s position is that award to any other source would result in duplicating efforts, and time delays. The contract duration will be for a base and two option years.
