- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following: 1) IPS License Renewal, ESMS Runtime License-GSS (Quantity ? 6); 2) ESMS Runtime Upgrade AC (Quantity ? 3); 3) ESMS Runtime Upgrade SIL (Quantity ? 4); 4) ESMS Annual Maintenance (Quantity ? 1). This requirement is sole sourced to IPS Meteostar Inc. due to proprietary data. Any firms believing that they can provide the material may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice, clearly showing its ability to do so without compromising the quality, accuracy and reliability of the data or without causing programmatic hardship to the program.
