Description
NA The primary goal is to pass adult and juvenile salmonids and other fish species, by trap and haul past Elk Creek Project and to evaluate the effectiveness of the trap and haul facility. The selected firm will be responsible to provide personnel and equipme nt for operating and maintaining the adult collection system, hauling and releasing fish species above the project, maintaining the fish barrier weir, maintaining fish passage at the diversion tunnel and culverts, and providing an evaluation of the operati on. An evaluation will include but not be limited to enumeration of all fish species trapped and hauled, adult salmonid pre-spawning mortalities, fallback, and hatchery versus wild fish return ratios. The contractor will also be responsible for the day t o day operations of the facility, including activities associated with the trap and haul of fish species; coordinating; organizing and implementing the program; monitoring fish health and condition, implementing corrective measures; utilizing computer prog rams to manage daily operations. Contract base period will cover the period from date of award through 30 September 04 (Actual performance is seasonal from 1 Oct thru 31 May annually). It is anticipated that the Government will award the base period contra ct with up to 4 one year options. Draft annual report will be provided to COE by 1 August. Contractor personnel should have past experience with adult fish handling. Minimum Personnel Qualifications include: Lead Biologist - Minimum B.S. in Fisheries or Wildlife Sciences or closely related field. Minimum three years of biological experience with fisheries research or adult salmonids trap/handling program performing research activities such as planning and conducting investigations, analyzing data, writi ng progress and completion reports, preparing formal reports of findings and recommendations, maintaining liaison with, and providing guidance or assistance to Federal, State and local agency personnel. Requires familiarity with various environmental laws such as the Endangered Species Act (ESA) and the National Environmental Policy Act (NEPA). Fisheries Technician - Enrollment or 2 years education towards a degree in Fisheries or Wildlife Sciences or closely related field or three years experience with a fisheries research or aquaculture/adult salmonid program may substitute for education. Requires a practical knowledge of the basic theories and principals of fishery biology including knowledge of technical work and technical biological criteria pertaini ng to those practices associated with the daily operation of fish transportation, collection, and holding equipment. Requires the ability to operate and maintain a variety of equipment associated with the fish collection/transportation program and natural resources management. Physical requirements for the job include: 1) Periods of sustained exertion and work primarily outdoors; 2) Lifting up to 50 pounds and standing, walking, stooping, bending and climbing are required. Required to work standby time. This procurement is open to both small and large businesses.
