- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR 12.6, as supplemented, with additional information included in this notice. This acquisition is being made using simplified acquisition procedures. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ), brand name or equal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. This RFQ has the following line items: CLIN ITEM QTY 0001 SOFTWARE, NET IQ, WEBTRENDS REPORTING CENTER, 1 ENTERPRISE EDITION, MFR #P01RC6002 0002 SOFTWARE, NET IQ, WEBTRENDS REPORTING CENTER, 4 ENTERPRISE EDITION,WEB SERVER ADD, MFR #PADRC6002 0003 MAINTENANCE, NET IQ WEBTRENDS REPORTING CENTER 1 ENTERPRISE EDITION, PREMIUM, MFR # PSURC6002P 0004 MAINTENANCE, NET IQ WEBTRENDS REPORTING CENTER 4 ENTERPRISE EDITION, WEB SER, MFR #PSURC6006P Quotations must price each item listed above (either the brand name or an equivalent). This will be a best value award. The Government will determine the quotation that provides the most advantageous offer to satisfy the requirements of RFQ, based on an integrated assessment of each quotation. The selection will be based on (1) price and (2) technical (the capability of the items offered to meet the Government+s requirement). The Government reserves the right to award to other than the offeror with the lowest price. IAW FAR 13.106-2(b)(2), the Government may award without discussions PROPOSED ACQUISITION IS 100% SET ASIDE FOR SMALL BUSINESS CONCERNS. SHIP-TO ADDRESS: AFOSI, 1 FIR/FM, Attention: TSgt K. Denault, 4375 Chidlaw Rd, Door S007, Wright-Patterson AFB, OH 45433. Delivery required within fourteen (14) days of award, FOB Destination, Net 30 payment terms. The following clauses and provisions apply: FAR 52.212-1, and FAR 52.212-3. FAR clauses 52.212-4 and 52.212-5 shall be included with any offer. Mr. Michael Higgins has been appointed as Ombudsman to hear concerns from offerors, or potential offerors during the quotation development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of quotations, or the source selection process, and therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
