- This is a combined synopsis and solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ) bidders must bid on all or none basis. Or equal items are allowed and will be reviewed; bidder must be an authorized reseller of items, offering same or better warranty and service as company where items originated. Submit written offers (oral offers will not be accepted), on RFQ: 03TC796. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15 and DFARS Change Notice 20030722, Standard Industrial Code 7336, North American Industry Classification System Code 323115 and Size Standard of 500 employees apply to this procurement. The contractor will the following items CLIN 0001- 4 foot x 6 foot Glossy Posters, 94 each; CLIN 0002- Mount ? inch Gator Plast, 94 each; CLIN 0003- Matte laminate, 94 each; CLIN 0004- Hanger set of (2) for each poster, 94 each. The contracted printer must have a Durst Lambda printer or higher quality printer capable of these specifications: Requirement 1. Capable of full color, digital photographic processing. Requirement 2. Capable of continuous tone at 4000 ppi (pixels per inch). Requirement 3. Capable of printing on glossy Ilford photographic paper. Requirement 4. Capable of 48 inch x 72-inch prints. Requirement 5. Capable of attaching gator mounting with hangers. Government personnel will accomplish installation of the posters onto the walls. Requirement 6. Also required is high resolution scanning. Each print will have a matte laminate that is attached to our gator via Print Mount that will be hung with a 2 hanger system that will be attached to the back of the Gator. Special Instructions: The collages airmansrun90final.tif, warriorchallengecopy.tif, and the wwvert.tif, on the CD-ROM are at the correct size and resolution. If 90 dpi will not suffice, the over scanning technique may be applied. All other images need to be printed and the scanned at a higher resolution for suitable printing at 48 inch x 72 inch. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items, apply to this solicitation. The provisions at FAR 52.212-2, Evaluation-- Commercial Items, apply to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered are Technical Capabilities, past performance, delivery, and warranty are equal to price in importance. The clause at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-42, Statement of Equivalent Rates for Federal Hires 52.222-48. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following clauses, cited are applicable to this solicitation: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act, applies to this solicitation. The provision at FAR 52.215-1, Instructions to Offerors--Competitive Acquisitions applies to this solicitation. Award will be based on lowest priced, responsible offer. The Government intends to evaluate and award without discussions on this procurement. - Interested parties shall contact the below by e-mail or mail to request a copy of the CD-ROM which includes the photos to be printed no later than COB 11 Aug 2003. Interested parties shall send a money order in the amount of $10.00 for the reproduction and postage of requested CD-ROM. Money order shall be made to Department of Treasury. Interested offerors shall submit a product sample of wwvert.tif by COB 1600 hours (4:00 PM) CST 20 Aug 2003. According to the provisions under FAR 52.212-1(d). If product sample is to be returned to offeror include a money order to cover all shipping cost to include packaging, postage, and insurance if required. Required delivery time of all items shall be within 30 days of award of contract. Quotes must be mailed to POC: TSgt Chris L.
