Description
Minneapolis VA Medical Center and St. Paul Department of Veterans Affairs Regional Office has a requirement for a contractor to provide diagnostic services (problem assessment and initial counseling) and referral services (motivational counseling, referral to competent care and follow-up) to all regular employees and dependents of the VA Medical Center and the Regional Office. Problem areas include alcohol and other drug abuse, marital or family distress, financial difficulties and mental or emotional illness. Services must be available on a 24- hour daily basis and contractor facility must be located within a 30 mile traveling distance from the VA and Regional Office. Contractor must supply brochures, posters and other materials as designated to maintain monthly updates. This procurement is being conducted under Federal Acquisition Regulation (FAR) Subpart 13.5 test program. Simplified acquisition procedures apply and the VA will conduct the procurement according to a combination of Parts 12 and 13 with a Commercial Items format of terms, conditions, and provisions/clauses. It is anticipated that a firm-fixed price contract will be awarded for the period of October 1, 2003 through September 30, 2004 with two one-year options to renew, subject to availability of funds. Solicitation number RFQ 618-10-04 has been assigned and it is anticipated that bid documents will be available on or about August 8th, 2003. Any amendments issued to this solicitation will also be available at the URL address. Offerors are advised that they are responsible for obtaining amendments.
