- Notice of intent to negotiate a Sole Source contract under the 8(a) program with Southwest Personnel, Inc. at 3500 San Mateo NE; Albuquerque, NM 87110 for administrative assistant support including processing, tracking, and control services. The Department of Energy intends to solicit and negotiate with only one source under the authority of FAR 19.805. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. A WRITTEN SOLICITATION WILL NOT BE ISSUED. The response shall reference "Request for Proposal? No. DE-RP52-04NA00001". The term of the contract will be for 5 years (1 Basic year and 4 Option years). Work to begin on or around October 1, 2003. The DOE/AL intends to purchase the following line item: 0001 Administrative support services to the National Nuclear Security Administration (NNSA), Financial Services Department per the attached Statement of Work. The desired delivery date and place is: Period of Performance will start on October 1, 2003. Performance will be provided on-site at the NNSA, Financial Services Department (FSD), Albuquerque Financial Services Division. The Offeror will need to include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification -- Commercial Items with the offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. FAR clauses referenced in this solicitation are available in full text at the following website location: http://www.arnet.gov/far/. An electronic response/offer to this combined synopsis/solicitation will be accepted via the Industry Interactive Procurement System (IIPS), available at http://e-center.doe.gov. It is the offeror?s responsibility to monitor the IIPS site for the release of amendments (if any). SUBMISSION OF QUOTES BY MEANS OTHER THAN THE IIPS IS NOT AUTHORIZED. A quotation submitted by other methods will not be evaluated. Quote must be received through the IIPS web site (http://e-center.doe.gov/) NO LATER THAN 4:00 PM local time on the date specified on the IIPS system. The quote is to be submitted according to the instructions detailed in the IIPS on-line help document, which is available at http://doe-iips.pr.doe.gov/doebiz.nsf/Help?OpenForm or http://www.doeal.gov/cpd/readroom.htm. . It is the responsibility of the offeror, prior to the quote due date and time, to verify successful transmission in accordance with the Proposal Submission instructions in the "IIPS Users Guide for Contractors."
