- The U.S. Department of Education, Office of Elementary and Secondary Education has a requirement for the Even Start Family Literacy Program to primarily State administer and design to improve the educational opportunities of low income families with young children and parents with basic literacy needs. Contractors interested in reviewing the statement of work should contact the contract specialist, Regina McKinnie, via e-mail at Regina.McKinnie@ed.gov. Paper statement of work will not be issued.
