- OMB Circular A-76,-Tentative Decision, resulting from the ?Direct Conversion with Cost Comparison Commercial Activities? study of soil mapping services (Washington State). The Natural Resources Conservation Service (NRCS) has completed its study of ?Soil Mapping? Services (Washington State). No technically acceptable offers were received. As a result of this study, performance of this function shall remain in-house. Appeals must be received in writing and within 20 calendar days after the publication date of this notice. The cost comparison information is available to affected parties upon request by contacting the individual below.
