Description
Project will consist of conducting the field phase of a Common Stand Exam (CSE). Its purpose is to obtain the site and setting characteristics required to identify stand conditions and capabilities in providing the Government with information with which management determinations for natural resources can be made. Work consists of locating, establishing, measuring, and recording field data for sample plots. The work performed and the data collected shall be in compliance with the terms, specifications, conditions, and provisions of the solicitation and the ?Common Stand Exam Guide,? Version 1.5, known as the CSE Handbook. The contract specifications shall take precedence over the CSE Handbook in the event of any differences. Contract will be performed on the USDA-FS Mark Twain National Forest; in Crawford, Washington, Oregon, Ripley, Carter, Pulaski, and Christian Counties, Missouri. Minimum number of plots is 6,385 and the maximum number is 18,000 plots. Solicitation has six (6) Items. The magnitude will range from zero (0) acres minimum to approximately 3,000 acres maximum. Only one (1) compartment totaling 1,000 acres will be given to the Contractor at any one time pending arrangements with the Contracting Officers Representative. Contract time will be 365 calendar days with the possibility of one option period not to exceed 6 months. Award may be made separately to more than one Offeror; however, contract time will run concurrently if multiple items are awarded to one (1) Offeror. The contract contemplated by this solicitation is an Indefinite Delivery-Indefinite Quantity, Fixed-Price, Performance Based Service Contract. Offerors will be required to submit a Technical Proposal and a Price Proposal (see specifications and Section M of the solicitation). Work is anticipated to begin in late September 2003.
