- Special Notice 99 for Solicitation Number FSA-R-019-03DC is amended to correct material deficiencies that were omitted in the original announcement in response to the Revised OMB Circular No. A-76 (Revised), dated 5/29/03. Specifically, the omissions include "incumbent service providers" response and "number of government personnel performing the activity". The revised announcement reads as follows: This notice serves to publicly announce the U.S. Department of Agriculture, (USDA), Farm Service Agency (FSA), transition procedures of the competitive sourcing studies. Conversion of cost comparison to standards competition for Professional, Administrative and Management Support Services for the four functional areas: (1) Training and Employee Development; (2) Information Management and Processing Services; (3) Debt Management Services; and (4) Loan Operation Services for the St. Louis, MO; Kansas City, MO; and Washington, D.C. There are no incumbent service providers performing these functional areas; however, a small piece of the production processing work is currently being performed by National Systems and Research, Colorado Springs, CO .
