- Description
- The U.S. Coast Guard, Maintenance and Logistics Command Atlantic (MLCLANT), Norfolk, VA is procuring Refuse and Recycling Collection and Disposal Services to be performed at USCG Air Station Borinquen, Aguadilla, Puerto Rico for a base plus four option years, not to exceed 60 months, if exercised by the Government, beginning 1 October 2003. The contractor shall furnish all labor, material, equipment, transportation, supervision and management necessary to provide Refuse and Recycling Collection and Disposal Services at the U.S. Coast Guard Air Station Borinquen in Aguadilla, Puerto Rico, to include the Hangar, Housing, Ramey School and the Lighthouse. The solicitation will be issued in accordance with FAR Part 12, Acquisition of Commercial Items; FAR Subpart 13.5 -- Test Program for Certain Commercial Items; and, pursuant to the Small Business Competitiveness Demonstration Program in accordance with FAR Subpart 19.10. A Price Evaluation Preference will be given to quotes from HUBZone Small Business Concerns by adding a factor of 10 percent to all applicable quotes in accordance with FAR Subpart 19.1307. A Price Evaluation Adjustment will be given to quotes from Small Disadvantaged Business Concerns by adding a factor of 10 percent to all applicable quotes in accordance with FAR Subpart 19.11. A Firm-Fixed Price services type contract with a Requirements Portion will be awarded. The Base Year of performance will be from 1 October 2003 through 30 September 2004 with four one-year option periods, if exercised by the Government, for total contract duration not to exceed 5 years/60 months. This requirement is issued unrestricted in accordance with FAR Subpart 19.5. The applicable NAICS code is 562111 with a size standard of $10.5 million. The solicitation, and any subsequent amendments, will be available electronically on the MLCLANT Internet Web site http://www.uscg.mil/mlclant/fdiv/fdiv.html on or about 8 August 2003 with a closing date for receipt of quotes by 29 August 2003.
