- The Federal Law Enforcement Training Center (FLETC) is conducting market research on potential offerors to determine if they have the skills, experience, expertise, knowledge, and personnel required to successfully perform the training of personnel in the capital planning and investment control (CPIC) and the services required in the development of business cases for this process. The required services are described in the attached DRAFT Performance Work Statement (PWS). FLETC welcomes industry comments on the best strategy for this acquisition. Industry comments on the attached PWS are encouraged, particularly identifying any parts which are ambiguous or are not in accordance with industry standard. These areas will be looked at to determine if this area is a true requirement that needs to remain or whether it can be changed. Please be aware that FLETC is in the process of developing a strategy for this acquisition, and as a result, the final acquisition approach and PWS content are subject to change. Again, the attached PWS is a DRAFT ONLY. Please review the attached DRAFT Performance Work Statement (PWS) that describes the objectives required for this effort and answer the following capability questions related to how your company has the necessary skills, expertise, experience, knowledge and personnel to successfully propose and, if awarded a contract, to perform this work. Your company?s written response is required no later than August 15, 2003. Responses should be sent to Cynthia D. Bartosh, or e-mailed to Cynthia.Bartosh@dhs.gov. Market Survey Questions: 1. Is your company registered in the Central Contractor Registration? All contractors who wish to do business with FLETC must be registered. You can register at the following website: http://www.ccr.gov/. 2. Is your company a small business, either 8(a) or HUBZone business, and will employees of your company be performing (vs. subcontracting out) at least 50% of the cost of contract performance as defined by the attached PWS? 3. Does your company provide the types of services described by the PWS commercially to private industry or to other federal agencies? If so, to what extent? Does your company have published prices for these services available? 4. Does your company have a GSA Schedule? 5. Provide a list of all private industry or government contracts for similar services that your company has performed predominantly during calendar years 2000 through 2003. Please include the customers? names, addresses, telephone numbers, dollar value of contract, and brief description of the services provided on the contract. 6. Describe the skill categories your company has to perform the services required by this PWS. Please keep your responses to the above questions to a minimum of ten (10O or less pages, on 8 x 11 inch paper, with a minimum one inch margin all around.
