Description
The USDA, ARS, LSO intends to solicit and negotiate with only one source Trek Diagnostic Systems, 982 Keynote Circle, Suite A, Cleveland, OH. The proposed award is for two V3209 autoreaders. The sensititre autoreader is a microplate single excitation/detection wavelength fluorimeter. The Autoreader measures fluorescent growth from prepared bacterial isolates that have been inoculated into a customized 96-well plate. The Autoreader may be used alone or in conjunction with the ARIS system; however the ARIS system must have an AutoReader available for its proper function. The AutoReader is linked via serial port to a computer equipped with Sensititre software which captures, records and analyzes data. These autoreaders need to operate with the SAMS software package used for the analysis of susceptibility test results to track the development of antimicrobial resistance in veterinary isolates as it arises in an attempt to arrest the development and spread of resistance, especially among food borne pathogens. In order to maintain consistent testing of isolates and comparability of data, the autoreaders established at NARMS participating sites must be used. NARMS, National Antimicrobial Resistance Monitoring System, locations must be consistent in their use of identical antimicrobial susceptibility testing protocols. This procurement will be made pursuant to FAR 6.302-1(2)(C)(ii). No telephone inquiries will be accepted. If any interested party believes it can meet the above requirement, they must submit a proposal in writing that includes prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 7 calendar days after publication of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. (Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial items). Offerors shall include a completed copy of the provision at FAR 52.212-3 (Offeror Representations and Certifications - Commercial items). FAR 52.212-4 (Contract Terms and Conditions - Commercial items) applies to this acquisition. FAR 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items) also applies, with the following clauses from (b) applicable to this acquisition: FAR 52.203-6; FAR 52.219-4; FAR 52.219-8; FAR 52-219-23; FAR 52-222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR 52.225-16; FAR 52.232-36. Proposals are to be received no later than 5:00 pm August 14, 2003. Payment: Any award made under this solicitation is subject to 31 CFR Part 208 that requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package.
