- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, F04626-03-Q-0029, is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-07 and Defense DCN 04-26. The Federal Supply Class (FSC) is L061 The associated Standard Industrial Classification (SIC) is 7378. The North American Industry Classification System is 811212 and the associated business size standard is $21,000,000.00. If two (2) or more responsive, responsible and technically acceptable small businesses respond, this acquisition will be 100% set-aside for small business, if not, it will be unrestricted. Non-instructional, non-personal services as a Computer Support Specialist to include system administration, network infrastructure configuration, and technical PC desktop support for the Education and Training Flight Office, classrooms and test labs. Contractor will administer lab servers running Windows NT4.0, Windows 2000, or Windows XP network operating systems and provide system support to lab clients and other users running the same operating systems in the Education and Training Flight. A Statement of Work, which describes further qualifications and specific tasks, is available upon request to the contract specialist. Contractors interested in providing their quotes are required to provide separate pricing for the basic year and four (4) option years. The performance period for each year are as follows: Basic Year – 1 Oct 03 through 30 Sept 04; Option Year 1 – 1 Oct 04 through 30 Sept 05; Option Year 2 – 1 Oct 05 through 30 Sept 06; Option Year 3 – 1 Oct 06 through 30 Sept 07; Option Year 4 – 1 Oct 07 through 30 Sept 08. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The following provisions and or clauses apply to this acquisition. FAR 52.209-6, Protecting the Government’s Interest When Subcontracting With Contractors Debarred, Suspended, or Proposed for Debarment; Offerors must comply with all instruction contained in FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-2 Evaluation-Commercial Items, paragraph (a) to this provision is completed as follows: Evaluation shall be based on price alone; FAR 52.212-3, Offeror Representation and Certification-Commercial Items, a completed copy of this provision shall be submitted with the offer. Quotes without this provision will not be considered for an award; FAR 52.212-4, Contract Terms and Conditions-Commercial Items will be incorporated into any resultant Purchase Order by reference; FAR 52.212-5, Contract Terms and Condition Required to Implement Statues or Executive Orders-Commercial Items include clauses (11), (12), (13), (14), and (c) other that may apply; FAR 52.217-8, Option to Extend Services; FAR 52.217-9, Option to Extend the Term of the Contract FAR 52.222-3, Convict Labor.
