Description
As part of market research, The Air Education and Training Command (AETC) is in the process of developing an acquisition strategy for a phased effort exploring the feasibility of re-engineering U.S. Air Force formal training courses. The goal of this effort is to reduce training time and required resources while accomplishing the same training tasks and learning outcomes. If savings are demonstrated, “train-the-trainer” services are also contemplated. This RFI is an attempt to locate businesses EXPERIENCED in formal course re-engineering and capable of re-engineering Air Force formal training courses to reduce training time and expenditures. This RFI is not to be construed as a formal solicitation nor does it constitute a current or any future Government requirement. Any information provided to the Government is strictly voluntary and at no cost to the Government. Any formal solicitation will be announced separately. The Air Force is only interested at this point in determining industry capability for the contemplated services. To this end, private sector industry is invited to submit experience, capability and cost information demonstrating the ability to meet the requirements below. Request responses be provided NLT 16 Jul 03 Period of Performance. TBD Requirement. Phase I -- Evaluation of a small sample of current USAF formal training courses for selection of one to three representative candidates for re-engineering to reduce training time and required resources while accomplishing the same training tasks and learning outcomes. Phase II (Option) -- Audit of selected course(s) and development of a re-engineering plan. Phase III (Option) -- Development of re-engineered course materials, teaching of the re-engineered course(s), and demonstration that the re-engineering process provides the expected results. Phase IV (Option) -- Providing U.S. Air Force training managers, course developers, and instructors with the skills required to implement the proven re-engineering concepts and processes within the Air Force formal training environment. Small Business Set-Aside. The Government reserves the right to consider a small or small disadvantaged business set aside based on responses to this notice. For purposes of this acquisition, the North American Industry Classification System (NAICS) code of 611710, Educational Support Services, will be used for this acquisition. The business size standard is $6.0M. ALL types of small business entities are encouraged to submit a response. Prospective Offerors must have the financial backing to defray operating costs for approximately sixty (60) to ninety (90) days. Registration in the Central Contract Registration (CCR) located at www.ccr.gov is mandatory. NOTE: Dates appearing in the notification are subject to change. An electronic response is the accepted method. Future information on this acquisition (Small Business Set-aside determination, draft Statement of Work (SOW), milestones, etc), updates will be located under the Electronic Posting System at www.fedbizopps.gov.
