Description
The scope of this contract is to: 1) restore the abundance of aspen ecosystems where losses occurred because of changed disturbance regimes and increased ungulate pressure; 2) improve watershed conditions that favor long-term improvement of riparian areas and water quality; 3) reduce the risk of large, intense episodes of wildland fire in the mixed conifer/aspen stands; 4) reduce the potential of epidemic level spruce beetle outbreaks in spruce/fir stands; 5) contribute to the restoration of the grass/forb ecosystem to improve habitat for wildlife and livestock; and 6) provide forest products to support local economy, while performing ecosystem restoration. The purpose of this contract and others to follow is to secure a complete set of services to accomplish the specific objectives stated above that relate to the purpose and need for the Monroe Mountain Ecosystem Restoration Project. Bidders shall bid on the forest product to be removed and the service items to be performed. The service items will be used to offset the forest product value. Work in this contract includes fence construction, sagebrush treatments, tree planting, harvest and removal of forest products that would include specific stand treatments such as erosion control, slash disposal, and road construction/reconstruction/decommissioning. The needs in each treatment unit may vary from a mixture of the above tasks to only one single task. The contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to complete the work required, excluding the materials to be furnished by the Government that have been specified. This is 100 percent small business set-aside.
