- Description
- NASA/GRC has a requirement for an X-ray energy dispersive spectrometer (XEDS) system upgrade with digital signal processing, x-ray mapping and digital imaging. The system includes a data acquisition module with digital signal processor and digital imaging hardware that must interface to an EDAX DCU 30 mm2 detector on a Hitachi S4700 scanning electron microscope. NASA/GRC intends to purchase the items from EDAX of Mahwah, NJ. The statuory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirement. The upgrade must integrate with an EDAX DCU 30 mm2 x-ray detector on a Hitachi S4700 scanning electron microscope. Opertion of the detector shall require temperature sensing by the new analyzer. Data available is not adequate to assure that these parts, if procured from another manufacturer, will perform the same function in the equipment/system as the parts to be replaced. Further, drawings or specifications sufficient to obtain competition are not available. Improper interfacing could damage the existing Government-owned x-ray detector. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 18, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
