Description
NASA/MSFC plans to issue a Request for Proposal (RFP) for the following Commercial item/services: Request to provide additional off-site office space for Integrated Financial Management (IFM) Program. STATEMENT OF WORK Office Space Requirements Integrated Financial Management Program (IFMP) 1. Facility Requirements: Offsite, leased space is required to house the IFMP Integration and Administrative Systems Implementation Projects, as well as the IFMP Competency Center. These Agency project teams are comprised of a blended team of contractor and civil service personnel from across the Agency. The offsite space will be used to house multiple NASA project teams and sub teams including prime contractor functional support personnel, technical support teams, as well as NASA subcontractor support teams. In order to house these project teams, a facility of approximately 150,000 ? 175,000 square feet of contiguous space and/or adjacent facilities (within a single office complex) are required. The space must be located within a 10-mile radius of the Marshall Space Flight Center, Huntsville, AL. The space must be located in quality facilities of sound and substantial construction. It must have a potential for efficient layout to support project requirements and shall meet all standard safety code requirements. A flexible arrangement must be provided to accommodate shifts in layout to meet different project phases such as design and testing phases. The electrical and air conditioning systems shall be capable of supporting normal office space needs, including personal computer workstations and network communication equipment. Vehicle parking spaces are required at the ratio of one space for every 200 net usable square feet of Government-leased space. Facilities must provide controlled access lobby entrances and be handicap accessible. Key card access controls must be provided, including sufficient cards to accommodate project team members. All normal operational requirements will be required including electricity, water, heating/cooling, and janitorial services, including scheduled trash removal, dusting, bathroom and floor cleaning. Office furniture will be provided as specified below. Furniture should be clean, in good operating condition, and reasonably coordinated. The following private office and furniture requirements reflect the building up ad ramping down of personnel: ? Private Senior Management Offices (160 ? 300 square feet) situated in two separate suites with space for one administrative assistant per suite. Suites shall be furnished with appropriate executive furniture including desks, chairs, credenzas, ADP workstations, small meeting tables and chairs, bookcases, and filing cabinets (four of these type offices needed entire duration). ? Middle Management Offices (120 ? 225 square feet) furnished with appropriate middle management furniture. Each office shall be furnished with a desk, chair, credenza, filing cabinets, bookcases, ADP workstation, and small meeting table and chairs, if space is available (thirteen of these type offices needed entire duration). ? Private Offices (80 ? 150 square feet) furnished with an ADP workstation, desk, chair, filing cabinets, and bookcases (73 of these type offices needed from start to 10/1/05; 66 needed from 10/1/05 to 10/1/07; 60 needed from 10/1/07 to 10/1/08). ? Cubicles (100 ? 150 square feet) furnished with ADP workstation, desk, chair, filing cabinet, and bookcase (400 of these type offices needed from start to 10/1/05; 220 needed from 10/1/05 to 10/1/07; 130 needed from 10/1/07 to 10/1/08). In addition, 20 Conference Rooms are required as follows: ? 2 Conference Rooms with capacity for 50 each, to include conference room table, chairs, white boards, and appropriate audio/visual capability for electronic presentations. (See 2.B., other network requirements) ? 5 Conference Rooms with capacity for 35 each, to include conference room table, chairs, white boards, and appropriate audio/visual capability for electronic presentations. (See 2.B., other network requirements) ? 5 Conference Rooms with capacity for 25 each to include conference room table, chairs, white boards, and appropriate audio/visual capability for electronic presentations. (See 2.B., other network requirements) ? 8 Conference Rooms with capacity for 15 each to include conference room table, chairs, white boards, and appropriate audio/visual capability for electronic presentations. (See 2.B., other network requirements) Six Test Rooms are required, each with 15 ADP workstations, chairs, filing cabinets, whiteboards, and appropriate audio/visual capability for electronic presentations. (See 2.B. Other network requirements.) Two Test Rooms are required, each with 9 ADP workstations, chairs, filing cabinets, whiteboards, and appropriate audio/visual capability for electronic presentations. (See 2.B. Other network requirements.) 2. Technical infrastructure requirements: A. Telephones and Facsimile NASA will provide its own telephone and facsimile capability. The landlord shall provide telephone and facsimile twisted pair telephone wiring and cabling within the building to support this service. The number of telephone circuits is TBD, but, as a general rule, there shall be one telephone circuit and connect point per office or cubicle. The Landlord shall ensure that inside building cellular phone coverage with MSFC?s local providers (Cingular and Corr) is available. The Landlord shall also provide an overhead paging system with telephone interface. NASA will install, or retrofit an existing, overhead paging system that would allow dissemination of MSFC Emergency Announcements into the facility. This would be accomplished via a telephone interface into a paging amplifier. B. Computer networks NASA will provide its own desktop, network, and other computer hardware and support services. The landlord shall provide cabling and wiring to support a local area network (LAN). The number of LAN circuits is TBD, but as a general rule there shall be one LAN circuit and connect point per office or cubicle. The landlord shall offer network infrastructure within and around the premises such that an external wide area network (WAN) connection may be established, at NASA?s expense, from the premises to the NASA WAN. Other network requirements include: ? An existing Category 5 or 5e or Category 6 twisted pair Ethernet cabling infrastructure with proper installation characteristics complying with IEEE specifications. ? Uninterruptible Power Supply (UPS) or generator backup in communication equipment rooms or main core location. ? Raised floor main communications equipment room. ? Line-of-sight path to MSFC Campus for possible addition of wireless services to reduce leased circuit costs. ? Communications equipment rooms available within 100 meter (328.8 feet) range of all offices. ? Provisions for local common carrier access such as BellSouth, MCI/WorldCom, and KMC, preferably within range of MCI/WorldCom?s local Huntsville Facilities so existing dark fiber circuits could be relocated. ? If several buildings are to be utilized, fiber optic pairs or acceptable conduit paths where circuits could be extended between all buildings back to one central equipment room location. ? No overhead asbestos materials. ? The landlord shall allow NASA to install communications assets such as overhead paging systems, card readers, communications cabling, conference room equipment (including videoconferencing system, teleconferencing systems, and audio visual systems required to support electronic presentations) and ceiling mount televisions. ? The tenant may remove services and equipment upon termination of lease. ? The landlord shall define processes to support moves, adds, and changes to electrical outlet and lighting locations to support specific communications requirements. Also provisions to add additional (possibly enhanced) electrical feeds to accommodate specific computing/communications needs. C. Computer lab area The landlord shall provide an area, approximately 750 square feet, suitable for a computer/network laboratory. NASA shall provide additional physical security for this room. The room must have the capability to be attached directly to a WAN connection, provide access to additional air handling/cooling capacity, and access to additional electric power sources. The NAICS Code is 9999. The anticipated release date of RFP 8-03-03 is on or about Aug. 15, 2003 with an anticipated due date of on or about Aug. 25, 2003. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B".
