- BILLINGSLEY TFM10K HIGH FIELD TRI-AXIAL MAGNETOMETER: The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida (NSWCDDCSS), intends to award a sole-source firm-fixed price purchase order to Billingsly Instrumentation, Inc. (doing business as Billingsly Magnetics) of Brookeville, MD for seven (7) Billingsley TFM10K High Field Tri-axial Magnetometer with a range of +/- 10 Gauss that will be used to collect magnetic data from Magnetic signature duplicator systems. This acquisition is unsuitable for full and open competition for the following reasons: The technical data required to develop these magnetometers is proprietary to Billingsly Magnetics and the magnetometers must be fully compatible with the magnetic systems currently used by the Coastal Test Range to provide a redundancy in hardware. These systems were originally developed usin g Billingsly magnetometers. It is imperative that the equipment purchased for this upgrade be 100% compatible and easily integrated with the existing hardware and software. This level of compatibility and integration are required to prevent data loss during test operations that would be extremely expensive and difficult to recreate. Use of any other equipment would require additional time to integrate, test for compatibility, and require training of Test Range personnel in its operation which would negatively impact the test range schedule. The Billingsly magnetometers are considered to be the only acceptable option because of the above reasons. NAICS Code is 334419, Size Standard is 500 Employees.
