- Description
- The Naval Sea Systems Command intends to release a 100% Small Business Set Aside, Request For Proposal (RFP) on or about 12 September 2003 for the procurement of YC and YFN cargo barges. The NAICS Code for this procurement will be 336611 (Shipbuilding), which constitutes a Small Business Size Standard of 1,000 employees. The solicitation will be for the design and construction of a firm quantity of three (3) YC Barges, with options for six (6) additional barges, a firm quantity of two (2) YFN Barges, with options for three (3) additional barges. There are also options for two (2) different YFN Deckhouses. The contract type is Firm-Fixed Price. The barges shall be of new construction. The barges shall be of steel construction and conform to the requirements for ocean service set by the American Bureau of Shipping (ABS) and the United States Coast Guard (USCG). The barges sha ll have a single hull structural arrangement, be non-self propelled and capable of transporting 570 metric tons, with a maximum full load draft of 2.26 meters with a service life of 40 years . The deck shall be of sufficient strength to accommodate cargo-handling operations using an electric forklift truck with associated 5,000 kg capacity (1,250 kg/sq meter) without causing any deck deformation. The delivery schedule is nine (9) through 17 months after contract award for the firm quantity of YCs/YFNs, and if options are exercised, deliveries will commence nine (9) months after option exercise for the additional YC/YFN Barges and/or deckhouses. The solicitation will include a Performance Specification and Technical and Price Proposals will be required.
