Description
NORTHEAST REGION HOUSING PRIVATIZATION, CONSISTING OF INSTALLATIONS AT NAS BRUNSWICK (BRUNSWICK, ME); NSY PORTSMOUTH (KITTERY, ME); NAVSTA NEWPORT (NEWPORT, RI); NSB NEW LONDON (GROTON, CT); NSU SARATOGA SPRINGS (SARATOGA SPRINGS, NY); NWS EARLE (COLTS NECK, NJ); AND, NAES LAKEHURST (LAKEHURST, NJ), WITH ADDITIONAL AREAS AT FAIRFIELD, CT, AND MITCHEL COMPLEX, LONG ISLAND, NY. Section 2801 of the National Defense Authorization Act for Fiscal Year 1996, Public Law 104-106, 110 Stat. 186 (10 USC 2871-2885), as amended by the National Defense Authorization Act for Fiscal Years 2001, 2002 and 2003, provides a series of powerful authorities that allow the Department of Defense (DOD) to work with the private sector to build and renovate family housing and ancillary facilities. The Department of the Navy (DON) intends to utilize the unique powers and authorities provided under the legislation to ensure that safe, high quality, energy efficient, well-managed, affordable housing will be available to military families, as needed, over the long term at NAS Brunswick, NSY Portsmouth, NAVSTA Newport, NSB New London, NSU Saratoga Springs, NWS Earle, and NAES Lakehurst. Accordingly, the DON intends to become a partner in a public-private partnership, or similar business entity, established by a private company or team of private investors/developers, property managers/operators, building contractors, architects and engineers, and/or others for housing for military families at the aforementioned installations. The DON intends to contribute 5,215 existing homes of DON-owned and DON-occupied family housing and two mobile home parks including related improvements, support facilities and land to the partnership for the planned demolition of 562 homes; the design, finance and construction of 321 replacement homes and up to 27 new homes, with related site amenities on DON-provided land; and, renovation of up to 1,933 existing homes for an end state maximum of 4,210 homes. Through the partnership, the DON intends to market and sell the following existing homes, land and housing related facilities: 28 homes and land in Fairfield, CT; 20 homes and land at Rainbow Heights, NAVSTA Newport, RI; 125 homes and land at Fort Adams, NAVSTA Newport, RI; 510 homes and land at Mitchel Complex (Field & Manor), NY; and 40 homes and land at Green Acres, NWS Earle, NJ; and, 3 homes and land at Highway 34, NWS Earle, NJ for a total of 726 homes, in a manner that maximizes the sales proceeds and offers the greatest value to the project. The DON envisions the private partner (managing member) securing debt and/or contributing equity, as needed, over the long term to carry out the project. Acting on behalf of the partnership, the private partner will own, operate, manage and maintain the existing inventory of DON-owned family housing units and any new and replacement units constructed, including site infrastructure and ancillary facilities, for a term of 50 years. In addition, the partnership will own, operate, manage and maintain 31 market homes (12 at NSY Portsmouth and 19 at NAVSTA Newport) including streets and selected infrastructure. This acquisition will be conducted by the Commanding Officer, Atlantic Division, Naval Facilities Engineering Command, Norfolk, VA. In Step 1, Request for Qualifications (RFQ), interested parties shall submit a Statement of Qualifications, in conformance with the outline contained in the RFQ, describing their concept for development and approach to operate and manage the project; past performance with regard to developments of a similar nature, scope and scale; and financial capabilities and capacities. Based on its evaluation of the RFQ submittals, the DON will invite not more than 4 offerors judged best qualified, to respond to the Step 2, Request for Proposals (RFP). THE STATEMENT OF QUALIFICATIONS WILL BE DUE ON 8 SEP 2003, AT 2:00 PM EST. This solicitation will be conducted in accordance with the terms and conditions contained in Section 2801 of the National Defense Authorization Act for Fiscal Year 1996, Public Law 104-106, 110 Stat. 186 (10 U.S.C. 2871-2885), as amended by the National Defense Authorization Act for Fiscal Years 2001, 2002 and 2003. It is anticipated that the RFQ/RFP will be available on or about 6 August 2003, as Solicitation N62470-03-RP-00036 at http://esol.navfac.navy.mil. This solicitation will be available in electronic format only. All documents will be in the Adobe Acrobat (.pdf) file format. The free Acrobat Reader required to view .pdf files can be downloaded from the Adobe website. The official access to the solicitation is via the Internet. Prospective offerors are encouraged to register for the solicitation when downloading from the NAVFAC E-SOL website. Only registered offerors will be notified by e-mail when amendments to the solicitation are issued. The official plan holders list, a list of all parties who have registered and requested a copy of the RFQ/P, will be maintained and can be printed from the website. Amendments will also be posted on the website for downloading. This will normally be the only method for distributing amendments; therefore, IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. A Pre-proposal conference is scheduled for the morning of 18 August 2003 in Portland, ME, followed by site visits (18-22 Aug) to the housing in the Northeast Region included in this project. Sites visited will include NAS Brunswick, ME; NSY Portsmouth, ME; NAVSTA Newport, RI; NSB New London, CT; NSU Saratoga Springs, NY; NWS Earle, NJ; and, NAES Lakehurst, NJ. Time will also be allocated for self-guided, windshield tours of neighborhoods at Fairfield, CT and Mitchel Field and Manor, Long Island, NY. The tour will conclude at approximately 3:30 PM, local time, Friday, 22 August 2003, at NAES Lakehurst, NJ. Meeting points will be identified and bus transportation will be provided for the neighborhood tours. OFFERORS ARE RESPONSIBLE FOR THEIR TRAVEL TO THE MEETING POINTS OUTSIDE OF EACH BASE, AS WELL AS TRANSPORTATION FOR THE SELF-GUIDED TOURS. ADDITIONALLY, NO MEALS OR LODGING WILL BE PROVIDED BY THE DON. The DON wishes to offer the maximum amount of flexibility to pre-proposal conference and site visit attendees. The pre-proposal conference and site visit kick-off scheduled for 18 August 2003 will include welcoming remarks and presentation from senior DON personnel and attendance by all interested offerors is strongly encouraged. Due to the duration and nature of the site visits, the DON understands that availability of offerors? management personnel may be limited. It is strongly recommended that personnel representing interested offerors attend all site visits, however, it is not mandatory that the same personnel attend the tour at each site. Offerors should indicate which personnel will be in attendance at each site in order to be cleared for base access. All site visit attendees should have proper identification available while on the site tours. Due to security requirements, access may be denied to foreign nationals at some of the installations. The site visit agenda will be available at http://esol.navfac.navy.mil. If there are any further questions, please contact Ms. Dawn C.
