Description
The Department of Transportation, Federal Railroad Administration (FRA), has a requirement to acquire contractor support services to the Human Factors Program. The contractor shall be capable of systematically assessing the strengths and weaknesses of the Human Factors Program, and provide advice for continuous improvement in the overall program. Three broad goals are included in this program evaluation and performance-based standards effort: 1) improve the utilization and thus the impact of products and services delivered by FRA?s Human Factors Program, 2) develop and implement internal human factors performance based monitoring and feedback systems, and 3) build internal program evaluation capacity. This solicitation was previously announced as DTFR53-02-R-00011 and all contractors who submitted a proposal under the previous solicitation are encouraged to propose again. The contract type is anticipated to be Indefinite Delivery/Indefinite Quantity (IDIQ), Cost Plus Fixed Fee (CPFF). Specific requirements will be defined by individual task orders. The contract period of performance will be for five years, which consist of a one-year base period and two consecutive two-year option periods. It is estimated that approximately 6,000 labor-hours will be required over the one-year base period and an additional 24,000 labor-hours for the two consecutive two-year option periods. The solicitation for this proposed contract will be available to interested parties via the internet at www.FEDBIZOPS.gov. No paper copies of the solicitation will be available. Potential offerors shall be responsible for monitoring the internet site for release of the solicitation, amendments (if any), and responses to any questions submitted in accordance with the solicitation provisions. This is an unrestricted solicitation, and all responsible sources may submit a proposal that will be considered by the agency. It is estimated that the solicitation will be posted by August 25, 2003. Perspective offerors are to submit questions they may have in writing only via e-mail to Sharon.flowers@fra.dot.gov no later than September 15, 2003. All correspondence should reference solicitation# DTFR53-03-R-00007. The government will not be responsible for any failed transmission or receipt of e-mail correspondence. On around the week October 6, 2003, the FRA will host a Preproposal Conference in the Washington area. Time and place of the Preproposal Conference will be posted on FEDBIZOPPS. All perspective, eligible offerors are encouraged to attend this Preproposal Conference. Attendance is limited to four (4) persons from any given firm eligible to participate in this procurement. The Conference will provide a: Technical and Acquisition presentation. Attendees will also be given an opportunity to submit additional questions related to the technical and acquisition presentation. The proposals will be due on or about October 31, 2003. The FRA may determine that oral presentations of the submitted proposals are in the best interest of the government. Therefore, the oral presentations must be submitted with the technical, cost, and past performance proposal submissions. All contractors determined to be in the competitive range may be invited to conduct oral presentations. The Oral Presentations if conducted will be held on or about the week of November 17-21, 2003.
