Description
The United States Patent and Trademark Office (USPTO) is planning on issuing a solicitation to support data quality and records management initiatives, that will provide support to the patent and trademark application processing and examination functions, USPTO management and administrative systems, and dissemination of patent and trademark information to the public through the year 2003 and beyond. The contract will include administrative and technical support for records management and information collection activities and management of federal information resources. This procurement will initially support the U.S. Patent and Trademark Office (USPTO) located in Arlington, Va 22202, but the USPTO will be moving to Alexandria, VA 22313-1450 during CY2003-CY2005. This will be a Labor Hour type contract with performance incentives. The period of performance for this requirement is anticipated to be for a base period of one year and four additional one-year options. This requirement is a Small Business Set-Aside under North American Industrial Classification System (NAICS) Code 541519 and the size standard is $21 million. This procurement will utilize the newly issued Patent and Trademark Acquisition Guidelines (PTAG). The PTAG was published in the 2003 Federal Register (http://www.gpoaccess.gov/fr/index.html), search on ?PTAG?. Detailed submission instructions will follow in the Request for Proposal (RFP). An initial review of vendor submissions in response to the RFP will be conducted and those vendors who are determined not to be the most qualified will be advised and will not receive further consideration. The Request for Proposal (RFP) will be made available on the Internet at http://www.uspto.gov/web/offices/ac/comp/proc/currproj.htm on or about August 12-19. Interested parties are responsible for checking the website regularly for release of the RFP and for other procurement related documents. Since all procurement-related documents will be released via the Internet, a mailing list and list of interest vendors will not be available. However, firms are encouraged to have teaming arrangements with vendors that may have experience in this work. Interested small business firms must respond to the RFP in order to be considered for award of any resultant contract. Interested parties may contact Linda.Lau@uspto.gov for technical information or appointments. Mod. 2 to this notice erroneously defaulted to the original date.
