Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-036-4384-03 is issued as a request for quotations and incorporates provisions and clauses that is in effect through FAC 01-13. This procurement is advertised unrestricted. The NAICS code applicable to this acquisition is 334516. For a company to qualify as a small business, the small business size standard is 500 employees. USDA, ARS has a requirement for one automated analyzer system for the measurement of nutrients (nitrogen and phosphorus) in water and wastewater samples. The system must be a continuous-flow analyzer with sampler, pump, multi test cartridges, spectrophotometer (including flow cells and filters), software, and data handler/controller. The system must be capable of conducting two or more analyses simultaneously. The sampler must be a random access sampler that can be controlled by both remote control by computer and manual control at the sampler. The sampler must hold a minimum of 50 sample cups with a volume of up to 5 ml. The sample must have dual probes in order to sample two cups at the same time. The sampler must be 110-120VAC. The high precision pump must have two speeds: normal speed for analyses and high speed for reagent clean out. The pump must be controlled by both remote control by computer and manual control at the pump. The pump must have the capacity to run two analyses at the sample time. The pump shall have a leak detector to stop the pump in case of spillage. The pump must have the capacity of adding optional dilution values at a later date if required. The pump must be 110-120VAC. The multi test cartridge must be capable of running the analyses for chloride, ammonia, nitrate, nitrite, total Kjeldhal nitrogen, total phosphorus and orth-phosphorus in accordance with EPA methods. The system must be capable of running two analyses at the same time. The cartridges must be dual ranged to run nutrient analyses at a high and low concentration. The cartridge must have a leak detector to stop the system in case of spillage. The cartridge must be 110-120VAC. The digital spectrophotometer must have a minimum wavelength range of 420-700nm with full software control for all functions. The spectrophotometer must be capable of running in the following modes: (1) single channel to measure one sample stream; (2) dual wavelength to measure one sample stream at two different wavelengths; (3) dual wavelength to measure one sample stream at two different wavelengths; and (4) dual range to measure one sample stream at two different concentration ranges. The spectrophotometer must have a leak detector to stop the system in case of spillage. The spectrophotometer must contain flow cells and filters for analyses of samples for chloride, ammonia, nitrate, nitrite, total Kjeldhal nitrogen, total phosphorus and ortho-phosphorus. The data handler/controller must consist of a desktop computer with a minimum of the following specifications: 2GHZ Pentium 4, 40G HD, 128MB Ram, Win 2000, 17 inch monitor, and a printer. The data handler/controller must have software that is capable of controlling the sampler, the pump, and the spectrophotometer; setting baseline and sensitivity, uploading appropriate methods; calculating and storing results, creating quality control charges and imputing and outputting LIMS data. The automated analyzer system must have a fully automated operation: high and low detection limits; EPA approved methods; has quick methods changeover; and be capable of running 40 or more samples per hour. The automated analyzer system must e compatible with the Technicon AutAnalyzer because some modules will be shared between the two systems. Descriptive literature showing that the offered equipment meets all specifications must accompany the quotation. Delivery time is 60 days ARO. Equipment price should be FOB Florence, SC. Quoted price should include delivery costs. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package. All offers must include with their quotation a completed copy of FAR 52.212-3 available at www.arnet.gov/far. The following FAR clauses apply: Data Universal Numbering System (DUNS) Number, 52.204-6; Instructions to Offerors-Commercial Items, 52.212-1; Evaluation of Commercial Items awarded to a responsive/responsible offeror at a fair and reasonable price, 52.212-2; Offeror Representations and Certifications-Commercial Items, 52-212-3; Contract Terms and Conditions-Commercial Items, 52.212-4. The following FAR clauses cited in 52.212-5 are applicable to this acquisition: 52.203-6, 52-211-5, 52.222-35, 52.222-36, 52.222-37, 52.225-3 Alt II, 52.225-9, 52.225-10, 52.225-13, 52.225-18, 52.225-21, 52.247-64.
