- This is a combined synopsis/solicitation for commercial items prepared per the format in Federal Acquisition Regulation (FAR) Subpart 12.6, 13.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested. No written solicitation will be issued. The solicitation number is F61708-03-Q-0001 and is being issued as a Request for Quotation. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-14. This acquisition is unrestricted. The U.S. Air Force 422nd Contracting Squadron intends to award a firm fixed-price purchase order for the supply and delivery of the following line item: 0001 – “Used, Reconditioned, or Remanufactured” Marquee Theater Seats, with drink holder on each arm; Minimum Dimensions – 21” wide by 35” high; Fixed Platform; Upholstered rear of back and seat; Quantity – 120 each; Color – Red or Maroon (alternate colors will be considered). Quoters must provide a summary of the condition of the seating they are quoting on (i.e., scruff marks and their location) and a certification that the seating meets all related industry standards. The required delivery date for all seating is no later 30 September. The delivery address is: 422 ABS/CE, Building 62, RAF Croughton, Brackley, UK. The following Federal Acquisition Regulation (FAR) provisions apply to this acquisition: FAR 52.211-6, Brand Name or Equal. If quote is for an “or equal” product, specifications of the item must be included in quotation; 52.212-1, Instructions to Offerors-Commercial, with addenda: paragraphs (h) & (i) of this provision do not apply; 52.212-2, Evaluation-Commercial Items, with the following addenda: paragraph (a) is filled with (1) Technical Capability of the item to meet the Government’s needs; (2) Warranty Terms, (3) Delivery of the items to meet the Government’s needs, and (4) Price. Paragraph (b) does not apply. This will be a best value award, where technical capability, warranty terms, and delivery, when combined, are slightly less important than price; 52.212-3, Offeror Representations & Certifications – Commercial Items. Quoters are advised to visit the site at http://farsite.hill.af.mil to download a copy of the Representations & Certifications. A completed copy must be submitted with your quotation; 52.212-4, Contract Terms and Conditions-Commercial Items, without addenda; 52.215-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, without addenda (including 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222.37 and 52.232-33); 52.232-34, Payment by Electronic Funds Transfer. The following Defense Federal Acquisition Regulation Supplement (DFARS) apply to this acquisition: DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; 252.225-7042, Authorization to Perform; 252.229.7000, Invoices Exclusive of Tax or Duty; 252.229-7006, Value Added Tax (VAT) Exclusion; 252.229-7008, Relief From Import Duty (UK); 252.232-7008, Assignment of Claims (Overseas); 252.233-7001, Choice of Law; and 252.225-9001, Immunity From Legal Process. The following United States Air Forces in Europe (USAFE) Federal Acquisition Regulation Supplements apply to this acquisition: USAFE 5352.225-9102, Submission of Offers in Other than United States Currency; and 5352.242-9000, Contractor Access to Air Force Installations.
