Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PRE-QUALIFY VENDORS. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. The United States Senate Office of the Sergeant at Arms (SAA) is seeking qualified sources to provide telecommunications consulting services for: 1) analysis of the Senate voice, data and video communications systems and infrastructure; 2) development of recommendations for a desired end state and migration plan; and 3) development of requirements for procurement and management of the product installation implementing the telecommunications modernization plan. Since this procurement includes recommending technical direction, the successful offeror will be excluded from any contract competition for the provision of products and services recommended to the Senate. The successful offeror can also not have a financial or controlling interest in any manufacturer or distributor of recommended product of services or in telecommunications carrier. REQUIREMENTS: Qualified sources shall demonstrate their ability to perform the following tasks: 1) Identify and document existing telecommunications systems, to include local and wide area voice, data and video communications; 2) Identify and document features and functions of current systems; 3) Identify and document current system capacities and upgrade capabilities; 4) Document current wiring infrastructure; 5) Develop questionnaires or surveys that can be used to identify the needs of the user community; 6) Develop criteria for new systems, ensuring interoperability with existing and new systems; 7) Develop technical specifications for a Senate procurement; 8) Recommend criteria for evaluating technical responses; 9) Recommend target implementation schedules based on best business practices; 10) Assist in the evaluation and selection process; 11) Identify strength and weaknesses of staff and additional personnel necessary to implement solution. Responses to this sources sought request are due to the POC no later than April 28, 2003 at 12:00 Noon EDT. The response should not exceed fifteen (15) pages. Qualified sources must provide their responses via e-mail to Acquisitions@saa.senate.gov. Sources responding to this sources sought notice and deemed qualified by the SAA will be placed on a solicitation mailing list. The subject line of the email message should be “2003-SS-029 Telecommunications Modernization Plan". If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in May 2003. Telephone requests for information will not be honored. The Senate or the SAA will not be responsible for any costs for the preparation of responses to this announcement. Requests for hard copies of this announcement will not be honored.
