Description
NAICS Code: 541380 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE SOLICITATION REQUESTING QUOTES. The quotation number is RFQ-RT-03-00286 and is being issued as a Request for Quotation(RFQ). The quotation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14 . This requirement is for radiocarbon analysis of ambient aerosol samples and leaf samples. This requirement will be a firm fixed price contract with a twelve-month base period and will allow for one six-month option period. North American Industry Classification System (NAICS) No. 541380 applies with a size standard of $6.0 M in average annual receipts over the last three years. This quotation is issued as Full and Open Competition. The anticipated period of performance is Aug. 25, 2003 through Aug. 24, 2004. The following FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions--Commercial Items; 52.246-11, Higher Level Contract Quality Requirement, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items and the following additional FAR clauses which are cited in Clause 52.212-5: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52-232-34, Payment by Electronic Funds Transfer; 52.222-41, Service Contract Act of 1965, As Amended. Any applicable wage determination(s) will be made a part of the resultant purchase order. The completed Representations and Certifications should be included with the price proposal. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (i) Price: (ii) Technical Capabilities: (iii) Past performance supported by three references. Technical Capabilities and past performance, when combined are less important than price. Offerors should review the Statement of Work and other information posted with this Request for Quotation on EPA's website at the following address: http://www.epa.gov/oam/rtp_cmd. Award will be made to the lowest priced offeror, meeting all technical requirements. If you will be obtaining a copy of the quotation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. However, only those firms who do NOT have the capability to obtain the solicitation from Internet, may submit a written request for a diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the quotation, you will receive amendments by mail, unless you notify us otherwise. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a quotation on/or before, August 18, 2003 by 4:30 P.M. eastern standard time.
