Description
The U.S. EPA intends to negotiate on a sole source basis with The Industrial Monitor & Control Corporation (IMCC), Round Rock, TX, for the purchase of a Fourier Transform Infrared (FTIR) Open-Path Spectrometer and associated accessories capable of conversion to enable the same optical bench to facilitate active, passive open-path, and closed cell operation, under the authority of FAR Part 6.302-1. The U.S. EPA National Risk Management Laboratory Research Laboratory, Air Pollution Prevention and Control Division (APPCD) believes that IMCC is the only known supplier who can provide the required equipment because only IMCC provides a custom convertible unit providing a removable, high resolution FTIR modulator [0.125 cm -1(exponent)] which can be installed in as an active or passive open-path system for field operations and a laboratory closed cell system for calibration operations. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting this EPA requirement may submit technical documentation to establish its assertion. The documentation must be submitted to the POC within 15 days of the electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The applicable size standard is 500 employees. This acquisition is being processed under FAR Part 15. The anticipated award date is 09/01/03. See numbered note 26.
