Description
This procurement consists of one solicitation with the intent to award a single firm fixed-price contract to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the Best Value, price and other factors considered. The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, incidental engineering, travel and transportation necessary to provide an Integrated Site Plan incorporating the best available soil and hydrologic information to enhance the effectiveness of training site rehabilitations efforts at two heavily damaged sites in the western portion of NTC. Services to be performed under this contract include detailed site characterization, recommendations for rehabilitation project design, site monitoring and analysis, field and laboratory soil analyses, mapping of soil disturbance polygons, predictive modeling, and monitoring of soil moisture, and utilization of aerial photography and imagery applications, including interactive GPS and GIS applications for mapping and monitoring. The Period of Performance is 24 months. The contractor shall accomplish all disciplines coordination; the Government will not coordinate the work for the Contractor. Award of the contract will be based on best value to the government. Proposals will be evaluated for award using three major factors: Past Performance, Pricing, and Technical which consists of three sub-factors: Experience, Business Plan, and Example Documentation. The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, each initial offer should contain the offeror?s best terms from a price, past performance, and technical standpoint. However, the Government reserves the right to conduct discussions if later determined to be necessary by the Contracting Officer. THIS SOLICITATION IS SOLICITED ON AN UNRESTRICTED BASES. The NAICS for this procurement is 541690 and the size standard is $6.0M. In accordance with FAR 5.102(a)(7) availability of the RFP will be limited to the electronic medium; the RFP will be available for download free of charge via the Internet World Wide Web at http://esol.navfac.navy.mil -- hard copies (paper sets) or CD-ROM of the RFP will not be provided by the Government. Telephone and facsimile request will not be accepted. Notification of any changes (amendments) to the solicitation will be made only on the Internet. It will be the contractor's responsibility to check the website for any posted changes. Solicitations will be available on or about 16 August 2003.
