- Description
- Professional Architect-Engineer (A-E) services are required to provide for the design to Replace HVAC System at Building 1, Naval Hospital, Guam. The scope of work includes, but is not limited to design and engineering services to (1) Prepare complete drawings, specifications, basis of design, calculations, cost estimates and other incidental work, (2) Verify existing field conditions, (3) Review of contractor shop drawings and catalog submittals, and (4) Provide consultation during construction. The work involves the design for two construction projects. The estimated price range is between $100,000 and $250,000 for each construction project. The performance period for the design is 45 calendar days for the 60% submittal, 35 calendar days for 100% submittal and 14 calendar days for final submittal. The evaluation criteria for selection and contract award, in descending order of importance are as follows: (1) Professional qualifications of the staff (in-house and /or consultants) necessary for satisfactory performance of required services. (2) Recent specialized experience of the firm and proposed consultants in HVAC engineering and design for medical facilities in tropical locations. (3) Capacity to accomplish the work in the required time. (4) Past performance on contracts with Department of Defense agencies and private industry in terms of cost control, quality of work, and compliance with performance schedule. (5) Location of the firm in the general geographical area of the project and knowledge of the locality of the project, provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. A-E firms which meet the requirements described in this announcement are invited to submit completed Standard Form 254 (unless already on file) to the Officer In Charge of Construction, NAVFACENGCOM Contracts, Marianas, PSC 455, Box 175, FPO AP 96540-2200; Location Address: Building 101, Ground Floor, U. S. Navy Public Works Center Guam Complex, 96910. The delivery address is inside a military installation, therefore, strict security measures are in force and interested firms should anticipate delays and allow sufficient time for receipt of submission. Interested firms who do not have access into the base must submit their request and allow at least two working days for coordination of passes. Submission of SF 254 must be received and date/time stamped by the Contracting Officer on or before 22 August 2003 at 4:30 P.M. (Guam Time) in order to be considered. Any submission received after 22 August 2003 at 4:30 P.M. (Guam Time) will not be considered. Firms having a current SF 254 on file with this office may also be considered. The North American Industry Classification System (NAICS) code is 541330 with a size standard of $4,000,000. This solicitation is 100% SET-ASIDE for EMERGING SMALL BUSINESS CONCERNS. An emerging small business is a business concern whose size is no greater than 50 percent of the size standard applicable to the NAICS code. This is not a request for a proposal.
