- Notice of Intent: Concerns having the ability to furnish the following supplies, and services are requested to give written notification, including, a telephone number for a POC to the acquisition office listed in this notice within 5 calendar days from the date of synopsis. The Bureau of Reclamation (Reclamation) has a recurring requirement for the purchase of various components, replacement parts, and equipment needed to perform Cone Penetration Testing (CPT). Reclamation also requires inspection, repair and calibration services for the CPT. Reclamation has operated the Hogentogler & Co., Inc. CPT testing system since 1982. The CPT is a test where a cone shaped penetrometer is pushed through the subsurface while various electrical instruments (force, pressure, etc.) are measured, recorded, and displayed for engineering, and geotechnical engineering analysis. The test parameters are tip pressure, sleeve friction, pore pressure, inclination, temperature, and resistivity. Testing is performed in accordance with ASTM D 5778. Reclamation has been through several versions of Hogentogler's equipment and data acquisition equipment. Today Reclamation runs the analog CPT on the EFCSIII computer system. Both the field computer system and signal conditioning electronics in the cone penetrometer body are designed and fabricated by Hogentogler. Therefore, it is the Bureau's belief that Hogentogler and Co., Inc. is the only source capable in providing their proprietary CPT equipment parts, and repair and calibration services based on the facts above. This is not a formal solicitation. However, concerns that respond shall provide detailed data concerning their capabilities and may request to receive a copy of the solicitation when, and if it becomes available. This notice may represent the only official notice of such a solicitation. See Note 22.
