Description
NA This acquisition is a total HUBZone set-aside. Only offers from qualified HUBZone small business concerns that appear on the list of Qualified HUBZone Small Businesses maintained by the Small Business Administration will be accepted. Offers received from concerns that are not certified by the SBA to participate in the HUBZone program shall be considered non-responsive and will be rejected. NAICS 237990/former SIC 1629 apply, with a size standard of $28,500,000.00. The magnitude of construction is betwee n $1,000,000.00 and $5,000,000.00. Bonding will be required for this acquisition. This project is for Riparian/Wetland Restoration, Pueblo of Santa Ana, New Mexico. Bidders attention is directed to Section 00100 in the Solicitation for information regard ing the tour of the site. Plans will be issued on or about August 18, 2003, with bid opening on or about September 18, 2003. The project consists of the construction of two (2) Gradient Restoration Facilities, specially designed grade control structures, and a Bed Sill within approximately a one-mile reach of the Rio Grande within the Pueblo of Santa Ana. The primary function o f the structures are to provide grade control in the reach and halt the degradation trend that has resulted in lowered bed elevations. The Bed Sill is designed to provide grade control by armoring a portion of the channel bed. It consists of a large mass o f gravel placed in an excavated trench across the channel. The riprap components of the structures are designed to withstand the hydraulic forces associated with the 100-year flood (22,300 cfs) and lesser events. The project will be advertised as an Invitation For Bid. Proposed procurement will result in a fixed-price contract. Additionally a paper form for registration may be obtained from the DoD Electronic Commerce Information Center at 1-800-334-3414. This solicitation will be issued using electronic bid sets (EBS) and provided on compact disks-read only (CD-ROM) at no charge to all registered plan holders. Any prospective bidder interested in bidding on this solicitation must register to be placed on the Plan Holders L ist. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Bidders shall self-register themselves on the Internet. THE REGISTRATION PROCEDURE IS AS FOLLOWS: At the Albuquerque District Contracting Division home page at web site, http://www.spa.usace.army.mil, click on Contracting followed by Solicitation Number. On this screen that is entitled, EBS Albuquerque District, click on the solicitation number you a re interested in. On the following screen, find Solicitation Registration, and click on Register For This Solicitation. If you have not previously registered, click on New User and follow the instructions for Login Information. This will require you to establish a user name and password. The same user name and password may be used to register for other projects in the system without having to repeat the entire registration process. When you register for the Plan Holders List, please complete all reques ted information. After completing the registration process for this solicitation, verify that your firms name appears on the associated Plan Holders List. All bidders should check the Albuquerque District Contracting Division website daily for notificati on of any changes to this solicitation, including amendments.
