Description
This is a combined synopsis and solicitation for the following commercial items: 10 each parts washer, Safety-Kleen Model 250 or equal. Parts washers must be freestanding with an open sink type configuration and a lid. Minimum sink dimensions: 34" width, 24" length, 6" depth. Parts washers must be capable of a maximum workload of not less than 400 pounds. Parts washers must have a reserve capacity between 20 and 50 gallons. Parts washers must have a flexible delivery hose capable of maintaining various positions. Parts washers must contain integrated solvent distillation units with vacuum assist that permits the solvent to be regenerated without removing the solvent from the machine. The distillation process will be push button operated and internal to the parts washer. The distillation process will not require the operator to transfer the solvent to any other associated equipment for distillation or require any additional equipment for support. Parts washer/distillation unit must be capable of functioning (cleaning parts) while the distillation process is taking place. The parts washer/distillation unit must be capable of safely operation in a manned work area without any supplied ventilation beyond natural ambient conditions. The parts washers must be capable of operating with standard 115 Volts AC Current. Purchase must include initial solvent supply sufficient to fill reserve capacity. Solvent must have a flashpoint greater than 140 degrees F. Solvent must be a non-chlorinated petroleum distillate compatible with the parts washer/distiller. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice, and implementing the changes set forth in Federal Acquisition Circular 2001-12. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted), on RFQ F32605-03-Q-0074. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. North American Industrial Classification Standard 332722 with 500 personnel applies to this procurement. FOB: Destination. Delivery will be coordinated with customer at time of delivery. The following provisions and clauses apply to this acquisition and can be viewed through Internet access at the Air Force FAR Site. Web address is http://farsite.hill.af.mil. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this solicitation. Quotes will be evaluated on price and delivery related factors. The clause at FAR 52.211-6, Brand Name or Equal, applies to the acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certification, Commercial Items (Nov 1995), apply to this solicitation and the offeror must include a completed copy of these provisions with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program; DFARS 252.225-7002, Qualifying Country Sources as Subcontractors. In accordance with DFARS 252.204-7004, Required Central Contract Registration (Nov 2001), prior to receiving any contract award, contractors must be currently registered in the Central Contractor Registration (CCR) database. Contractors can obtain further information on the CCR database at the web site http://www.ccr.gov. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS REQUEST FOR QUOTE. THE GOVERNMENT MAY CANCEL THIS RFQ AT ANY TIME IF FUNDS DO NOT BECOME AVAILABLE. IF FUNDS DO BECOME AVAILABLE THE GOVERNMENT WILL ISSUE A PURCHASE ORDER TO THE VENDOR WHO SUPPLIES THE SUCCESSFUL QUOTE.
