- Description
- The Veterans Health Administration (VHA) intends to negotiate a sole source contract with California Nursing Outcomes Coalition (CalNOC) for intellectual property/products and related consultation to support the VA Nursing Outcomes Database Project (VANOD). The VANOD project is a collaborative effort of the Chief Nursing Officer, the National Nursing Executive Council, and Health Services Research and Development. The intent of the project is to provide for the development of a consistent and reliable methodology for nursing-sensitive quality indicator data collection that can be implemented throughout the VA. The VANOD, in collaboration with CalNOC will facilitate a pilot program involving 12 diverse VA acute care hospitals. The VANOD project pilot will establish feasibility and accuracy of data collection and database development within the VA that will eventually enable nurse executives to validate decision-making at local levels, to benchmark within and between VA facilities, and to evaluate comparable data for benchmarking with the national non-VA database of nursing quality indicators. This acquisition shall be awarded as a sole source under the authority of FAR 6.302-1, and is advertised to meet the requirement of FAR 5.2.
