Description
This is a combined synopsis/solicitation for commercial items prepare= d in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation. RFQ521-001-03CW. The solicitation document and incorporated provisions and clauses are those in effect through FAC2001-14. The Department of Veterans Affairs Birmingham, Alabama has the need to buy or lease a shuttle/bus, which accommodate at least 16 perimeter seated persons plus two wheelchair positions. If lease option is selected the lease period would be for a fixed term of 3 years. The following is a list of the minimum requirements for the shuttle: 6.8 Liter Gasoline Engine, Electronic (4) speed Automatic Transmission, Power Steering, Magnum 200 Mechanical Driver=92s Seat Covered in Level 6 Fabric, 176=94 Wheelbase, (16) Passengers Perimeter Seats Plus Driver, (2) Wheel Chair Positions, with flip down seats in one position (if necessary to make seating capacity), 55 Gallon Fuel Tank, 93=94Interior Width At Hip Level, 67,000 BTU Rear A/C Carrier Free Blow Air Conditioning with Dual Compressors, 65,000 BTU Rear Heat, 13,500 BTU Front A/C, 20,000 BTU Front Heat, (alternate heating and air will be considered but it should be supported that all areas within the vehicle will be adequately heated and cooled), Tilt Steering, exterior body - Bright White with High Gloss Clear coated with (2) Color Striping Package is desirable. Manual Front Door 37=94X83=94 Clear Opening, Right Side Senior Friendly Entrance Grab Rails, FMVSS 108 Exterior Light Package, Braun 33=94x 48=94 Wheelchair left (=93Brand name=94 preferr= ed), Overhead Grab Bars, Back up Alarm, First Aid Kit, Fire Extinguisher. Must meet all ADA Standards. The VA reserves the right of choice of custom Lettering and Logo. Confirmed estimated usage: 60,000 miles a year in and around city. Delivery of vehicle will be within 90 days of award notification. Successful offeror will provide full maintenance manuals including wiring diagrams, cooling system diagrams and general design schematics to be provided. Maintenance service must be within 20 driving miles of the Birmingham Medical Center. General maintenance completed within 24 hours/or as agreed with the COTR . Major repair time will be at discretion of the COTR. Clauses 52.208-4,-5,-6,-7, apply only if vehicle is leased. All other clauses apply if leased or purchased: 52.208-4 Vehicle Lease Payments, 52.208-5 Condition of Leased Vehicles, 52.208-6 Marking of Leased Vehicles, 52.208-7 Tagging of Leased Vehicles, 52.212-1, Instructions to Offerors, 52.212-3,Offeror Representations and Certifications, 52.212-4, Contract Terms and Conditions, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders. Quote submission must be formatted as (a) Cost to purchase of bus; (b) All inclusive monthly costs for a 36-month lease term; (c) Penalties for mileage exceeding 60,000, which is based on all-inclusive per mile cost. Quotes must be submitted by 4 PM CST 8/15/03. Only written quotes will be accepted.=20 Faxed is acceptable but, the responsibility to ensure VA receipt remains with the submitting individual. Any quotes previously provided, in response to the initial announcement, may be adjusted/withdrawn or left =93as is=94 for consideration.
